2. The real choice was left off.
It should be "a disaster." Once the taxes come down, there's no guarantee the stations will pass on the savings. If they do, the "lower" prices will then fuel demand (no pun intended) and drive the price right back up. Then, when the "holiday" is done, the stations will just hike the price back up, saying that with the holiday over they have to charge taxes again.

The Windfall Profits Tax is a better idea. Even if it doesn't lower prices, it will bring in revenue we badly need.

4. The windfall profit tax will just be passed on to the consumer
and there is nothing Congress can do about it..It's already a law..Any and all utilities are allowed to pass all state and Fed taxes on to the consumer. So the oil companies would use this law or find a loop hole to charge the consumer...Congress could not just pass a windfall tax and stipulate that this expense cannot be passed along..We are still a the mercy of the oil Companies thanks to Bush and Cheney..
A windfall tax is not going to happen........
