When we see him we kind of like him, but still know he's kind of an a-hole. Something there that many people can connect with, but something's not quite right, either.

Yes, there is a slight physical resemblance; and both were/are naval officers (Popeye is still active duty, I believe) But I can't picture McCain beating the tar out of somebody five times bigger than he is to save Cindy as Popeye did many times for Olive. And Popeye would never leave Olive Oyl for some trophy blond beer-heiress (a spinach heiress maybe, but probably not.)
