New NSA Whistleblower Tells of Faulty WMD Evidence
David Murfee Faulk was a translator in the Navy, working in Arabic and Iraqi dialect. In April 2004 he began working for the National Security Agency (NSA) at Fort Gordon outside Augusta, Georgia. (He now writes, under the name Murfee Faulk, for the Metro Spirit newspaper in Augusta, but he has never written about what he did for the NSA.)

Faulk says that in May 2004 he found an extremely large text file containing grid coordinates for alleged chemical weapons sites in Iraq. Faulk showed it to his supervisor, who was surprised. But he was not surprised that the file existed, only that it had not been deleted. The supervisor said he had believed all such files had been deleted, and that there had been a great many of them. In fact, according to this supervisor, U.S. Special Forces had gone to the locations and found nothing.

That's what usually happens, Faulk's supervisor told him, when you get something from the Israelis. "Four out of five times it's complete and total bullshit."

I asked veteran Central Intelligence Agency (CIA) analyst Ray McGovern what he made of this, and he said that there is "no such thing as a 'friendly' intelligence service. Reporting from liaison services always needs to be taken with utmost reserve. That goes in spades for what comes from the Israelis, the more so since they have unique, yes unique, access to the White House and Pentagon, and are thus able to circumvent the intelligence bureaucracy set up to vet and evaluate raw intelligence and prevent unverified and/or tendentious 'intelligence' from reaching senior officials, lest they be misled."

With regard to other pieces of Israeli "intelligence" on Iraq's mythical weapons of "mass destruction," McGovern said: "Yes, most of the Israeli 'intelligence' on things like chemical weapons in Iraq was of little or no value. Worse still, data like coordinates for suspected chemical weapons-related sites could not be dispassionately evaluated by objective intelligence analysts because the key function of imagery analysis was ceded by the CIA to the Pentagon in 1996. What sergeant was going to tell Rumsfeld that Israeli sources and the 'intelligence' from the Israelis or the likes of Chalabi were certainly not worth what Rumsfeld was paying for. At the same time, if truth was not the objective, but rather reports alleging this or that WMD-related sites, well, the Israelis were performing a useful service for the likes of Doug Feith, who would bundle them up and give them to the 'Cheney-Rumsfeld cabal' for passing to the president. Woof! Proof!"

McGovern seemed to find it perfectly possible that "evidence" of the sort that Faulk stumbled upon was voluminous: "The neuralgic search for WMD pointed up the problem. US chief WMD-searcher, David Kay, has told lurid stories of being awakened in Iraq at all hours by people working in the office of the Vice President: 'Hey we got new coordinates; check them out!'"

McGovern recalled one instance of someone speaking openly about the quality of Israeli "intelligence." When John Negroponte was Director of National Intelligence, National Public Radio’s Robert Siegel asked him to explain why the Israelis have suggested a much shorter timeline for Iran to acquire a nuclear weapon. "I think that sometimes what the Israelis will do give you the worst-case assessment," Negroponte said.

Faulk is not the first former NSA employee from Fort Gordon to speak about things he saw there. In fact, Faulk contacted me after reading an article I wrote last July ( http://afterdowningstreet.org/node/24183 ) when Adrienne Kinne decided that she would stay silent no longer. (She also told her story on "Democracy Now" this month: http://www.democracynow.org/2008/5/13/fmr_military_intelligence_officer ). Kinne described the priority that was given to less than credible WMD claims that came in from Chalabi's Iraqi National Congress. She also described how the NSA's policies with regard to spying on Americans changed completely on September 11, 2001. Prior to that date, she said, it was unacceptable to listen in on or collect information on Americans. The practice was barred by United States Signals Intelligence Directive (USSID) 18. Kinne recalled an incident in 1997 in which an American's name was mentioned, and she and her colleagues deleted every related record because they took very seriously the ban on collecting information on Americans. After September 2001, she said, it was acceptable to spy on Americans even after identifying them as aid workers for non-governmental organizations. Faulk confirmed that this was the policy when he worked there as well.

It's a shame that we have to learn what our government is up to, after the fact, from former employees daring to speak out, but if more of them would do so the risk to them would be lessened, our knowledge increased, and our government's worst abuses reined in.

3. I have a feeling that the ONLY way we will find out the
true scope of what the gov't was/is doing will be from people like Mr. Faulk. I believe some Dems are just as guilty as the pugs.

4. I think the next Congress should provide amnesty to all NSA/CIA employees under the top few layers
for a certain amount of time. Then use the testimony collected to go after those really responsible.

6. Let me get this straight....
...faulty intelligence led to the extremely dangerous deployment of SF assets into areas where WMDs were NOT found and those responsible for the dissemination and action on that intelligence knew that the reports were bullshit?

Do I have that about fucking right?

Pardon me, I've got a list to ping, and I guarantee that there are going to be a lot of pissed off operators.

8. Israeli Subcommittee Faults Intelligence on Iraq
An investigation into Israel’s failure to provide accurate intelligence on Iraq’s weapons capabilities found that Israeli intelligence agencies suffered from a closed “information loop,” as well as other failures.

The conclusions are the result of an eight-month investigation by the Knesset Foreign Affairs and Defense Subcommittee for Intelligence and Secret Services that questioned intelligence officials, military officers, and Cabinet members. On March 28, the subcommittee released an 81-page declassified report pending the completion of a longer, classified version.

The report criticized Israeli intelligence agencies for a number of failures, concluding that the agencies overestimated Iraq’s ability to strike at Israel directly. Likud Knesset member Yuval Steinitz, who headed the investigation, cited an “escalation” between 1998 and the beginning of the war in the number of missiles believed to be possessed by Iraq for which there was “no explanation.”

The subcommittee found that Israeli intelligence agencies used information from foreign intelligence services without recognizing that the other states obtained the data from Israel in the first place. The result, according to Steinitz, was that speculation was passed in circles “without any substantiation from the field.” However, Steinitz rejected suggestions that the Israeli agencies intentionally misled the United States and others in hopes of encouraging them to go to war against Iraq, a longtime enemy of Israel.

Steinitz criticized Israeli agencies for their failure to develop sources of hard data within Iraq, noting that the United States and the United Kingdom were able to obtain superior intelligence because of their direct access to Iraqi airspace.

(CBS) Israel is urging U.S. officials not to delay a military strike against Iraq's Saddam Hussein, an aide to Prime Minister Ariel Sharon said Friday.

Israeli intelligence officials have gathered evidence that Iraq is speeding up efforts to produce biological and chemical weapons, said Sharon aide Ranaan Gissin.

"Any postponement of an attack on Iraq at this stage will serve no purpose," Gissin said. "It will only give him (Saddam) more of an opportunity to accelerate his program of weapons of mass destruction..."

Also on Friday, President Bush said he knows there are "very intelligent people" who doubt the wisdom of attacking Iraq.

But with Democratic wins in both houses, the 110th Congress removes from power several maverick Republicans who wanted the United States to be more critical of Israel, and boosts to leadership lawmakers who are not just Israel-friendly but intimately acquainted with the U.S. Jewish community...

Rep. Nancy Pelosi (D-Calif.), the new House speaker, has elevated a number of Jewish members to powerful committees...

There are a record 13 Jews in the Senate, including 11 who are Democrats or caucus with Democrats — 20 percent of the Democratic presence.

Jews in chairmanship positions include:

• Sen. Carl Levin (D-Mich.) at Armed Services;

• Sen. Barbara Boxer (D-Calif.) at Environment;

• Sen. Joe Lieberman (I-Conn.) at Homeland Security;

• Sen. Herb Kohl (D-Wis.) at Aging;

• Sen. Dianne Feinstein (D-Calif.) at Rules; and

The most significant change for Israel, however, is at the Foreign Relations Committee. Gone is Sen. Similarly, Sen. Joe Biden (D-Del.), the committee’s chair, is also on the presidential track and shows no sign of changing his pro-Israel views...

Both Houses have Jews in the top political position of caucus chair — Schumer in the Senate and Rep. Rahm Emanuel (D-Ill.) in the House.

13. It's axiomatic: intelligence is inherently flawed and is reliable only part of the time. That's
why the Bush Doctrine itself is inherently flawed...it relies on perfect intelligence.

that the clueless asshat Rummy was relying on when we saw him on the idiot box making an idiot out of himself by proclaiming with such certainty about Saddam's WMDs, "We know where they are. They’re in the area around Tikrit and Baghdad and east, west, south and north somewhat."


Of course, Rumsfeld did say he knew where the WMD were. From ABC’s This Week, 3/30/03:

STEPHANOPOULOS: And is it curious to you that given how much control U.S. and coalition forces now have in the country, they haven’t found any weapons of mass destruction?

SEC. RUMSFELD: …We know where they are. They’re in the area around Tikrit and Baghdad and east, west, south and north somewhat.

15. David - This is a milestone report.
AFAIK, Faulk is the first specific, named individual to come forward publicly with allegations that Israeli Intel was peddling bad data about specific CBW sites inside Iraq.

There have been many reports from Scott Ritter, Karen Kwaitowski and others that the Israelis had been pushing faulty Iraq intel, but this is more specific.

This raises some questions that need to be addressed: e.g., How did the NSA or MI supervisor know the source of the data about reported WMD sites in that text file? Why would someone working for a translations unit at NSA/NSS have access to such data? What happened to the evidence ... er, text file?

The OSP was an open and largely unfiltered conduit to the White House not only for the Iraqi opposition. It also forged close ties to a parallel, ad hoc intelligence operation inside Ariel Sharon's office in Israel specifically to bypass Mossad and provide the Bush administration with more alarmist reports on Saddam's Iraq than Mossad was prepared to authorise.

"None of the Israelis who came were cleared into the Pentagon through normal channels," said one source familiar with the visits. Instead, they were waved in on Mr Feith's authority without having to fill in the usual forms.

The exchange of information continued a long-standing relationship Mr Feith and other Washington neo-conservatives had with Israel's Likud party.

In 1996, he and Richard Perle - now an influential Pentagon figure - served as advisers to the then Likud leader, Binyamin Netanyahu. In a policy paper they wrote, entitled A Clean Break: A New Strategy for Securing the Realm, the two advisers said that Saddam would have to be destroyed, and Syria, Lebanon, Saudi Arabia, and Iran would have to be overthrown or destabilised, for Israel to be truly safe.

The Israeli influence was revealed most clearly by a story floated by unnamed senior US officials in the American press, suggesting the reason that no banned weapons had been found in Iraq was that they had been smuggled into Syria. Intelligence sources say that the story came from the office of the Israeli prime ministe.
