3. One wise way of resolving concerns about an imbalance of threat
would be to sell the technology to the very people you're ostensibly defending yourself against. I mean, if this missile shield is only useful defensively then you're establishing a more failsafe balance of forces (and peace) that way, without making other large military nations nervous about the potential imbalance of power.
