Because this shows him to be a real human being (greedy, and doing things for his own self-interest). Whereas Scooter is still a faithful Nazi, clicking his heels and saluting, doing whatever is asked of him.

It seems to me in all those press conferences where Scotty was lying through his teeth, he was always one second away from saying: "Come on guys, you don't think I actually believe the bullshit I'm throwing out here for you to lap up. What's really hilarious from up here is that I could drop trou and moon all of you and you would ask me to move the podium so you could get a better picture."
