It's a small world, anthrax division
Before I leap back into the world of boycotts, a slight detour into the subject of the American anthrax attacks:

Defense Secretary Donald Rumsfeld owns a considerable number of shares in a corporation called Gilead Sciences;
Gilead owns the intellectual property rights to Tamiflu;
Tamiflu is a pharmaceutical touted by the Bush Administration as a remedy for anthrax (although in fact it is not indicated for anthrax);
the anthrax attacks on the United States vastly increased the demand for Tamiflu, and thus increased the value of Gilead, and thus made Rumsfeld a lot of money;
the anthrax for the attacks almost certainly came from an American military laboratory at Fort Detrick;
one of the named suspects at the lab is Philip Zack, a man who left the lab in 1991 after being involved in a racist attack against a fellow scientist of Arab origin, and a man who was observed having unauthorized access to the area of the lab containing the Ames strain of anthrax used in the attacks, around the time that some of the anthrax went missing (he had such access in 1992, after he had left the lab);
Philip Zack attracted a mysterious lack of official interest in the investigation of the anthrax attacks (as opposed to the completely innocent Steven Hatfill, who was hounded by the FBI, almost as if he were a distraction); and
Philip Zack, as neatly described here (found via here), went on to work for Gilead (identified from a scientific paper published in December 2000).
I know it is a small world, but is it that small?

WASHINGTON (AP) - The Defense Intelligence Agency plans to develop small amounts of a potentially more potent variant of the bacterium that causes deadly anthrax, Pentagon officials said Tuesday. ``We plan to proceed'' once internal legal reviews have been completed and Congress has been fully informed, said Victoria Clarke, spokeswoman for Defense Secretary Donald H. Rumsfeld.

The existence of the project was revealed in Tuesday's New York Times, which said it was part of a broader research effort to improve U.S. defenses against biological agents. Rumsfeld has identified biological weapons as one of the most worrisome national security threats.

Clarke said the purpose of developing a new strain of anthrax is strictly defensive: to ensure that an effective vaccine is available should a biological weapon be used against American troops. She said it was reported publicly in 1997 that Russia may have been developing the new strain. The U.S. government asked Russia for a sample so it could test vaccines, but no samples were provided.

``We have a vaccine that works against all the known anthrax strains,'' she told reporters at the Pentagon. ``What we want to do is make sure we are prepared for any surprises, we're prepared for anything that might happen that might be a threat. So in the early part of this year, the DIA started to look into ... how we could develop that modified anthrax strain so we could test our vaccines against it.'' So far, the DIA has not produced any samples of the new strain, she said.

``The legal reviews that have been done to date indicate that the work would be compliant'' with the Biological Weapons Convention, Clarke said, because it is defensive in nature and in small quantities. She said she did not know exactly how much of the new anthrax stain the DIA planned to develop. ``With all the appropriate legal reviews, with all the appropriate interagency coordination and congressional briefing, we plan to proceed,'' she added.

The project is part of a broader effort, named Project Jefferson, that was required by Congress in 1997 to guard against technological surprises with regard to the biological warfare threat to U.S. forces.

Separately, the Times report said the Central Intelligence Agency built a replica of a miniature bomb, or bomblet, developed by the former Soviet Union to deliver biological agents. The CIA's purpose was to study how well the bomblet could disperse the agents under different atmospheric conditions.The Times said the United States feared the bomblet was being sold on the international market.

CIA spokesman William Harlow said Tuesday he could not discuss specific work in this area. ``One of our missions is to learn about potential biological warfare threats to the United States,'' Harlow said. ``Occasionally, laboratory or experimental work is required to understand the significance of intelligence gathered about potential foreign threats. Everything we've done in this respect was entirely appropriate, necessary and consistent with U.S. treaty obligations and was briefed to U.S. National Security Council staff and appropriate congressional oversight committees.''

A U.S. intelligence official, speaking on condition of anonymity, said the CIA has done laboratory tests of foreign munitions to determine how they work and to validate intelligence already collected.

Judge warns Rumsfeld in anthrax case

Washington, DC, Feb. 15 (UPI) -- A judge in Washington has warned Defense Secretary Donald Rumsfeld he could face contempt for ignoring a ruling on Pentagon anthrax vaccinations.

In October, U.S. District Judge Emmet Sullivan largely struck down the U.S. military's involuntary vaccinations for weaponized anthrax.

The judge said the program could not be administered unless individual service members give "informed consent" to the vaccinations, President Bush issues a specific waiver or the Food And Drug Administration properly classifies a drug for use in the program.

A 1999 executive order by then President Bill Clinton required "informed consent" before administering the vaccine.

Monday, Sullivan ordered "Donald H. Rumsfeld" to "show cause by Feb. 28" why "he/or the government should not be held in contempt" for failing to follow the earlier ruling.

Sullivan also ordered Pentagon employees and soldiers challenging the program to respond to an emergency motion by the Pentagon asking that the earlier injunction be modified.

We, including many retired, former, and currently-serving service members and their families, are most deeply troubled by the fact that anthrax vaccine recipients have already been severely harmed (and more will be including more deaths) from the use of this vaccine which has yet to be shown effective in providing desired protection.

An FDA Petition on product adulteration and misuse (in 1985 FDA proposed but failed to finalize an anthrax vaccine regulation for the product you are proposing to use establishing that, at best, it provided protection against contact and not against airborne anthrax exposure)

A federal false claims act lawsuit against Bioport for defrauding the U. S. government
Unresolved IG complaints from service members for wrongful treatment regarding the shot

Unknown health effects of a 100-fold potency increase in the vaccine
A new Kansas State University study relating the shot to Gulf War Illness, and
Unmitigated and continuing cries for help and justice by vaccine victims expressed individually and in many forums including all the Congressional hearings dating back to the early 1990's.

Battelle exposed in anthrax biochemical conspiracy

Mainstream news accounts have finally fingered Battelle Memorial Institute, the spooky Dr. Strangelove Institute in Columbus, as ground zero in our domestic military-industrial anthrax scare. With five people dead and eighteen ill, Battelle’s role in directing the Defense Department’s “joint vaccine acquisition program” is now coming under heavy scrutiny.

Battelle, in partnership with Michigan-based Bioport, has a virtual monopoly on military anthrax vaccine production in the U.S.. British and U.S. news accounts describe Bioport’s owner as a top secret British biowarfare consortium, Porton Down. Perhaps not ironically, the Chairman and CEO of the Porton Down company is Fuad El-Habri, a bin Laden family associate. Laura Rozen’s interesting article for the website Salon is must reading on the subject.

Admiral William J. Crowe, Jr., a former Chairman of the U.S. Joint Chiefs of Staff, is one of the four-person Board of Directors of Bioport and holds a 13% interest in the company. Some investigators link the multinational investment firm and defense contractor, the Carlyle Management Group -- that was involved in managing the bin Laden family fortune prior to Sept. 11 to Bioport. Former CIA Director Frank Carlucci, Bush the Elder’s Chief of Staff James Baker III and the former President himself are all associated with the Carlyle Group.

As I reported in the Columbus Alive immediately after the anthrax scare began, Battelle is involved in developing a new and stronger strain of anthrax at its West Jefferson, Ohio labs. Don’t be deceived by the fake farmland facades of the W. Jefferson complex. It’s the center of a top secret defense project going under the name “Project Jefferson,” according to the New York Times. The actual lab is BL-3 Anthrax Lab. The Times also confirmed that the CIA is also involved with its own top secret anthrax project called code name “Clear Vision.”

As I noted in the Alive, the former No. 2 man in the Soviet biochemical warfare operation, Kanatjan Alibekov (now going by the alias Ken Alibeck) is a classified consultant with both the CIA and Battelle. DoD to Re-look Anthrax Vaccine Issue, Rumsfeld Says

WASHINGTON, Oct. 18, 2001 – DoD will look at ways to kick- start U.S. production of anthrax vaccine that, up to now, has been manufactured by just one company in Michigan, Defense Secretary Donald H. Rumsfeld said today.
Rumsfeld remarked to Pentagon reporters that DoD is going to try to save its anthrax vaccine program with manufacturer BioPort. He noted that other efforts to produce anthrax vaccine for the U.S. military had "failed over a period of years."

DoD's business relationship with BioPort to acquire anthrax vaccine may or may not be savable, he added.

BioPort was DoD's sole contractor for anthrax vaccine. The company has had quality control problems and hasn't produced any vaccine for some time. Its manufacturing operations currently lack Food and Drug Administration approval.

Rumsfeld said he discussed the vaccine issue today with S.C. "Pete" Aldridge, defense undersecretary for acquisition, technology and logistics, and David S.C. Chu, defense undersecretary for personnel and readiness. He said they or their representatives will meet with Department of Health and Human Services officials to discuss the vaccine situation.

Rumsfeld said DoD would try to fashion an arrangement that would give BioPort one more chance to supply an FDA-approved anthrax vaccine.

BioPort Corporation is the only company in the United States with a license to make the Anthrax Vaccine. In actuality, BioPort does not actually make the vaccine; it acquired the lab that does, in 1998, Michigan Biologic Products Institute, from the State of Michigan.

Along with the actual Anthrax Vaccine, BioPort acquired Michigan Biologic Products Institute's sole and exclusive customer for the vaccine, the U.S. Department of Defense.

Yet, the great paradox of the situation comes when one learns that since acquiring Michigan Biologics, BioPort has barely delivered a drop of the stuff!

Only 4% of the vaccine contracted for has been delivered. FDA audits have uncovered suspicious record keeping and contamination problems, causing the FDA to ban delivery of the product. Despite this ban, the U.S. Government has continued to front BioPort millions of dollars to keep the operation going.

It turned out to be a good investment. Market demand has pushed the price of the product high above the contracted for $3.50 an ounce.

The Bin Laden family trust invested in BioPort at the advice of the Carlyle Group as they have in a myriad of projects. The brothers did divest themselves of their ownership stakes after the Wall Street Journal briefly mentioned the close relationship between Carlyle and their family. George H.W. Bush and the others continue to profit from BioPort. Some estimates put the shortage created by the FDA bans as driving the price of the vaccine up to thousands of dollars per ounce. (The same amount of Anthrax treatment Cipro that sells for $20 in India now costs $690 in the U.S).

Making a Killing: the Dark and Ongoing Story of BioPort and the Anthrax Vaccine

September 1998: A small government-owned lab in Michigan engaged in developing an anthrax vaccine is bought for $24.8 million by a secretive group of "investors" calling themselves BioPort. BioPort investors include George Bush Sr, James Baker III, and Frank Carlucci under the name of the Carlyle Group. It also includes Adm. William J. Crowe Jr., former chair of the joint chiefs of staff under Reagan who also served as US ambassador to Britain under President Clinton. According to Maj. Glenn MacDonald USAR, Crowe was one of the thugs back in the Reagan dark ages who sold Saddam Hussein anthrax warfare technology in the hopes Iraq would unleash the disease on Iran.

Another major BioPort stockholder is ex-Prime Minister of the UK John Major. We bet Tony Blair knows all about it -if indeed he isn't a silent stock partner. And then there's Fuad El-Hibril, a man who is close to the bin Laden family and who in the past has expressed sympathy for OBL. El-Hibril became BioPort's CEO. El-Hibri was based in England in the 1990s, where he operated a vaccine manufacturing company called Porton Products International of Porton Down, in the UK. One of the anthrax strains originating from Ft. Detrick and related to the isolates used in the anthrax attacks is called the Porton strain for the Porton lab. In a chart in Timothy Read's article in Science, one of the possible routes shown for the anthrax that ended up in the attacks was via Porton Down.

Two weeks later: (Still Sept. 1998): BioPort lands exclusive Department of Defense contract worth $45 million to produce an anthrax vaccine. The DOD agrees to pay three times the cost of the original contract, upping payment for vaccine from $3.50 a dose to $10 a dose.
November, 1998: Crowe and Bush, Sr. travel to Saudi Arabia where they meet with members of the bin Laden family.

Ongoing, from 1997 through Oct. 2001: BioPort repeatedly fails to pass FDA inspections. These inspections were described by one critic as "an unmitigated disaster," revealing contamination, inadequate record-keeping and unapproved procedures. Several vaccine batches failed sterility tests and were quarantined (by the way, the Bush administration later gave BioPort permission to administer vaccines from these contaminated batches to the American public -see below). The company had to subcontract Hollister-Stier Laboratories in Spokane, Wash., to fill the vaccine vials when its own procedures kept failing. Yet though Hollister-Stier has been the second hand supplier of the vaccine now for many months and has passed its FDA inspections, the DOD continued to pump millions into keeping BIOPORT artificially resuscitated. So quality in this man's government is not only NOT rewarded, it is exploited to keep the evil-and-or-inept propped up.

March 1999: A statement on anthrax vaccine presented to Congress reveals the outrageous history of BioPort, an Army cover-up of negative reactions to the vaccine, and that at least 50 different types of adverse reactions associated with the vaccine. The report also reveals (a finding also reported in European medical journals, including the "Lancet") that the ONLY population of veterans engaged in the Gulf War action who were not afflicted by any cases of Gulf War Syndrome were the French -who were also the ONLY population of GW soldiers who did not receive the vaccine. Now has anyone ever investigated THAT smoking gun? Yeah, right, and the Pope's a Fiji Islander.
Statement to Congress: Gulf War vets page:

February 17, 2000: Congressional report recommends terminating anthrax vaccine program due to BoPort's mismanagement and injury reports.

July 2000: Two Congressional hearings are held on BioPort, including one conducted by the House Armed Services Committee It is revealed that the company has engaged in Enron-style bookkeeping, manipulating earnings projections while having money funneled to them from the Pentagon against recommendations.

November, 2000: The Hartford Courant reveals that BioPort has failed to track deadly reactions in people receiving its anthrax vaccine, including deaths. Approximately 1,200 servicemen and women have had severe reactions, with some deaths traceable to the vaccine. US Rep. Christopher Shays of Ct. accuses BioPort of indifference to the dangers of its product: "Good men and women willing to serve and die for their country are being made needlessly ill."

July 2001: FDA gives BioPort the go-ahead to use quarantined lots of anthrax vaccine on the public in the event of an attack -in essence, giving the company permission to dump potentially dangerous vaccines that had failed to pass inspections on Americans, and pocketing otherwise lost profits. Petition started to demand BioPort destroy these potentially lethal vaccines.

August 2001: White house starts passing out Cipro to staff. Recipients reportedly include Cheney and Bush

September 2001: Associated Press suggests that Battelle Memorial Institute in West Jefferson, Ohio is engaged in "Operation Jefferson," a secret project in which "a new and highly lethal strain of anthrax" was being developed at its labs. Around this same time, Battelle hired an anthrax expert, William C. Patrick III, to determine the ways, means, and results of mailing powdered anthrax through the post. Battelle is reputed to have a "working relationship" with BioPort. Battelle and Bioport , who have a "working relationship" are considered the real "chief suspects" by some.

September 2001: The first anthrax attack occurs, striking down a man in Florida.

October 2001: BioPort fails yet another FDA inspection.

October 2001: Bush sends national guard to "protect" BioPort round the clock -while failing to deploy any troops to protect nuclear power plants or other facilities engaged in biological warfare research.

October 2001: Donald Rumsfeld pushes to get BioPort approved over FDA objections...he's an expert, of course. He forced the approval of aspartame while CEO of Searle over FDA objections, a move that ultimately made billions for the corporation. Today, complaints of health problems related to aspartame account for more than half of all health-related adverse product complaints made to the FDA.

December 2001: Manuals from BioPort are discovered in an Al Queda hideout in Afghanistan -the report disappears from mainstream news within 24 hours.

January 2002: Bush administration gives BioPort green light to start shipping anthrax vaccine.

March 2002: Pentagon announces that the vaccine has been declared safe by the Institute of Medicine. However, this is the same "Institute" that was investigated by the Department of Health and Human Services for serious conflict of interest when it cranked out another vaccine "study for hire" during the Reagan years -this one on the safety of the pertussis/rubella vaccines. Now here we are in another corporate rightwing administration and the Institute is back to its old modus operandi. Several members of the committee that slapped together the report the Bush folks wanted to see on anthrax have (and I quote from the study intro: "worked for, or are currently receiving funding from, pharmaceutical companies that make vaccines other than the anthrax vaccine". We are supposed to believe that because they aren't right this minute working for BioPort or on anthrax vaccine that there is no conflict of interest here. But anyone who knows anything at all about the ongoing vaccine controversy knows that the vaccine industry itself -not just a specific vaccine- is under fire. In the committee's findings, they specifically say, not once but a few times that the anthrax vaccine does not cause any more reactions that ANY OTHER TYPE OF VACCINE. In other words, the bogus study amounts to free validation/advertising for ANY OTHER TYPE OF VACCINE.

It should also be noted here that the anthrax vaccine flap is not the first time that a vaccine "crisis" was created for political reasons with disastrous results:

Another case of "chilling deja vu"? An anatomy of the swine flu scare. Gerald Ford was up for reelection and failing in the polls when he called for ALL Americans to be vaccinated with a similarly dubious vaccine that ended up killing and disabling thousands.

August 2002: After forensic biologist Timothy Read reveals that the anthrax isolated from the terror attack victim can be differentiated from other known strains by dozens of genetic markers, the Justice Department suddenly makes a show of rounding up suspects, especially focusing on Stephen J. Hatfill who was associated with Fort Detrick. Why? Because Hatfill filled the emergency bill nicely: he is big and tough and faintly menacing looking, not to mention almost swarthy -makes good press. Also, he didn't even work with anthrax -he was a virologist. So the administration knows the charges are unlikely to stick for long. But the flurry of press and apparent activity will, they hope, take the heat off until an exit strategy can be devised for the real perpetrators.

Philip M. Zack, Lt. Col. (retired), Ph.D., DVM is an American microbiologist. 'Phil' Zack worked at USAMRIID in Fort Detrick through December 1991, then at the US Army's Walter Reed Institute, then for Eli Lilly, and then to a company in Colorado acquired by St. Louis' Nexstar Financial Management.

The Hartford Courant newspaper ran a series of articles in December 2001 and January 2002 which discussed Dr. Zack as a "person of interest" in the 2001 anthrax attacks in the US, his relationship with Dr. Marian K. Rippy, and their harassment of Dr. Ayaad Assaad at USAMRIID in 1991. <1> After Zack had been fired from Fort Detrick, a surveillance camera recorded him being let in at 8:40 p.m. on Jan. 23, 1992, apparently by Dr. Marian Rippy.<2> Salon magazine ran a story by Laura Rozen on January 26, 2002, which reported that Zack was among those: "eager to continue working on projects USAMRIID said they should stop. What followed, the documents reveal, were scientists sneaking into the Army biowarfare lab to work on pet projects after-hours and on weekends, former workers like Zack, who left in 1991, still being let in to do lab work, pressure applied to technicians to help out, documents going missing, and deliberate mislabeling of specimens among other efforts to hide unsanctioned lab work."<3>

According to the Zanesville Ohio Times Recorder, Dr. Zack was a member of the St. Nicholas Catholic Church when he lived in Ohio.<4> (Some websites mistakenly claim he is Jewish, citing his name as evidence.)

Was looking for just that article you posted. Figures I get a DU post via Google. Tricky search terms like anthrax and Rumsfeld and trying to nail down pre-2000.

Being wonkish on natl defense stuff and suitably paranoid, I was somehow doing a lot of DOD just before 9/11. Pretty sure I saw the CSPAN of that DOD brief. (Wonder if their online vids have it, not clear how to go back that far quick and I gotta run).

From transition/stolen election, daily DoD viewers mostly heard about downsizing, missile defense & the space command. All of a sudden a very busy end of Aug, beginning of September. Lots of talk about asymmetrical warfare (emphasis on China--the assassin's mace gambit!), bombings in Israel (including a NY owned pizza chain), the assassination in Afghanistan http://www.telegraph.co.uk/news/worldnews/asia/afghanistan/1340244/Afghanistan-resistance-leader-feared-dead-in-blast.html (and the blown up budda statue I think).

And amid all that, after years of pressure from vets (esp. gulf war I) about the vaccine, we announce we are working on improved weaponized strains. There was a lot more detail too than the AP covered in that article. It was yet another Bush breaches international treaties kind of thing and there was plenty of that going on. But of course as soon as you get into weapons of mass destruction and other cold war shit, us sane/freeze hippies woke up a bit.

Then of course all hell broke loose and I'd swear I never heard mention of these programs since. Apperently "Project Jefferson" interesting search term which I'll revisit.

Some nice follow the money going on in other DU threads. But it's not really all about money, well not in the obvious way. Granted, everything is about money for the powers that be. But take the comparative chump change of research grants, royalties, new labs, and even exclusive DoD vaccine contracts versus the completely massive and apparently never ending fraud in Iraq. Throw in some oil prices.

Nah, the anthrax attacks were for sealing the deal, the whole thing. Patriot act. Invasions. Unlimited exec power. Maybe that's Bush's trifecta right there. Money comes with all of that sure. And bets were hedged.
