2. Yes. Charlotte schools chose to remain open. Obviously
a stupid move since small rafts were required to get there.

And it just floods in a few low lying places, not the whole damn town.

On edit: Just checked a topographic map, Charlotte is far from flat, just like I thought. Only very localized areas are going to flood.
