Is this crisis just a big Oppsie or have federal or civil crimes been committed?

So is this just a big $700 billion mistake that has lasted 5 years now? Or are one or more people guilty of crimes that caused this mess?

Where are the hearing as to how this was allowed to happen? What happened?
