What excuse will Paulson use to get remaining $350 billion of bailout money??

What excuse will Paulson use to get remaining $350 billion of bailout money??
You just know he hasn't slept at all worrying about how to get his greedy paws on the remaining money that he said previously would be left for the Obama Administration to use? So what excuse will he use to get Congress to give him the money? Does he even need an excuse?

Something like, "We thought that the money we requested would be enough but the liquidity problem is much worse than we thought. We are not saying that the $350 billion remaining will be enough but it is enough to fend off any problems that might be in the pipeline. We would request that the Congress act immediately upon this request. It is urgent that they do so..."

a. christmas bonus for executives to keep confidence high in the markets
b. haliburton bailout due to projected Iraq pullout worries
