An unfunded federal mandates question.

You know, the ones like NCLB? The ones that put burdens on the states but do not add real value. Has there been a study to identify these that any of you are aware of and are there enough of them to set about eliminating to alleviate some of the pressure on state governments?

1. The revised Clean Water Act is unfunded

The City of Omaha will spend 1.5 BILLION to upgrade and separate it's storm water from sanitary sewers over the next 10-15 years.
