They are trying to create a network of wrapper recycling to re-use old wrappers to make shopping bags etc.

For ever 200 wrappers collected Clif Bar will donate 2 cents per wrapper to a non-profit charity of your choosing

this sounds like a good idea though, huh. Its difficult to recycle here as there is hardly any place without driving an hour to take anything. Our little town said a while back, read couple months, that they were going to put a recycle bin for paper down by city hall but I haven't seen it yet. I guess some people thinks talking about it helps some, I don't know.
