When did the Congress give the White House the entire $700 billion ???

When did the Congress give the White House the entire $700 billion ???

The Congress, the frigging Congress, appropriated half of the $700 to the Treasury Dept to keep the banks from collapsing just a few weeks ago. Now I read today that they are asking the White House to give some of the $350 billion remaining to help the Big Three??? What are they asking the White House for? Don't they have the money? When did they give the other $350 billion to the White House??

I am confused. They would have had nothing if the Congress had not appropriated it. It is up to the Congress to turn that money loose - not the White House. Where is this silly talk coming from??
