6. The shadow government is basically black operations intelligence. They'll be there.

They've been there since WWII. Some will report to Obama, some will do their own bidding. If Bush's recent EO's aren't overturned, even undercover agents will continue operating on their own 'intuition' without clearing anything with White House coverups. What Obama will give us is to put a damper on the extremist culture, create a chilling effect. The infrastructure will remain in place. I have zero idea if it will be used but I assume it will.

and activated on 9/11/01, with no notice that it has ever been deactivated.

Cheney and Rumsfeld were participants in the structure and preparations/exercises even under Clinton, when the programming moved smoothly from countering a Soviet nuclear strike to "terrorism." It's unclear what Clinton even knew about this stuff in the early years of his admin.
