The money had been slashed roughly in half, and was coming from the retooling funds, as they wanted. And there were some fairly significant strings.

But they overplayed their hand and killed the deal. Now it looks as though the loans may come from TARP, as Democrats wanted all along. And any additional assistance needed would come under a far more favorable congress and President Obama next year.

We just may win this one.
