There is no funds there to confiscate, all the SS funds are immediately spent as they come in general budget. (Bush & co trillion dollar war comes to mind).

Bill Clinton was the exception. He used some of the SS surplus to pay off national debt. (You can consider it savings, since the raised SS debt is canceled out by lowered national debt).

So, it was a democrat who was saving SS funds and the republican who spent all of the SS reciept over the last 8 years and piled up mountains of debt.
