It's used to house refugee families, including children from infants to teenagers, waiting for immigration hearings. As the video points out, there are effective, more humane and cheaper alternatives for housing these people while they wait out the immigration procedures to determine their status, but when you have a prison for profit to run and shareholders to satisfy, you need warm bodies the government will pay you for warehousing.
