So ...... Rove will testify in a tortured safe/at-risk way. Not under oath but subject to perjury charges. Harriet, too.

Rove's lawyer says the ever-just-oh-so-altruistic Rove was simply worried about erosion of the presidential powers.

And TeamObama went along with this because they, too, don't want presidential powers eroded.
