2. Most if not all under Republican governments -- until Obama.
Tells you something doesn't it. And the Reagan and Bush administrations were well under way in 1970, 1974, 1984 and 1989 as well as all the bail-outs after 2001. Jimmy Carter bailed out Chrysler. That's the one that Democrats are responsible for, and that one worked out well. Chrysler paid us back.

let them fail. we already set up a national loan bank thingy.
