THe one with the colon implies that Rush said what follows. The one with the apostrophe RUSH'D is only going to be understood by few. The one that doesn't mention Rush... WTF? It's as if they asked a middle school student to make these.
I choose that one because I thought it was the most clearly ANTI-Rush one.
I agree with the post above that some could be misconstrued and even appear to promote Rush.
If you didn't know this billboard resulted from an anti-Rush contest then "Failure is not an option" with his famous cigar pointing at it could look like it was quoting him. This really shows how important framing is because we could definitely draw opposing meanings from that same billboard.
