Roads vs Health Care

Why is it not socialism for roads to be paid for with taxes and not health care? There are private roads and toll roads, they cost extra. So could elective care. I can see why it would be difficult to manage all the connection between users and owner/providers when driving down the road. Seems health care has problems of that nature. I don't see why roads are so important, life or death with out them, any more than health care is. But, what do I know?
