The right wingers all whooping it up because California passed such a resolution in 1994? CA's 1994 resolution:
http://www.leginfo.ca.gov/pub/93-94/bill/sen/sb_0001-0050/sjr_44_bill_940829_chaptered Consequence of its passage? Nothing.
What do these resolutions actually do? They should be available online. The ones I've read at least, including CA's, do nothing except make statements. These state resolutions ("Resolutions" not "Acts") don't have force of law, don't change existing state law, don't impact Federal law or jurisdiction, aren't acts of secession. Might as well send a letter to the Times (London, NY or Moonie) for all the legal impact they have.
Why do state legislators introduce or pass such resolutions? Politics and pandering IMO. Politicians look like they're oh actually doing something of substantive import when they're really not. Theater.
(I notice that some of those winger sites cite "Hawaii's state sovereignty bill" as being the closest to an actual declaration of secession. There's proposed Fed legislation that would give native (as in indigenous) Hawaiians sovereignty similar to those of native Americans tribes.

http://www.mauinews.com/page/content.detail/id/515489.html It's not a State of Hawaii sovereignty bill. I kind of doubt the righties really want to support restoring the state of Hawaii to the natives, which this Fed bill would not do, but is the goal of some.)
