Pay the young woman to stay celibate or at least to use birth control if she can't stay celibate. After all, it is about economics (and health and the baby's well-being).

Face it nature wants girls to have babies young and often. We ask our young people to delay the age at which they reproduce because waiting means a better life for them and their children.

It is about money as well as health. So offering money to girls who wait is a great idea. And it's easy to understand, another plus.
