Police say Zachary Hardy had everything he needed to make a bomb.
He had been cutting open shotgun shells to get to the smokeless powder and pellets inside, witnesses told police. And neighbors said he had asked them for Maglite flashlights, Super Glue adhesive and wooden rods, according to an arrest affidavit.
One neighbor said that he told her that he was "itching to kill somebody" and that he had been working on "it" after asking her for metal barrels and fuses, the affidavit said. He also told her that he "was going to use metal instead of PVC (plastic) because metal would cause more damage," according to the affidavit.
