Mexico Slaps Tariffs on U.S. Exports as Retaliation for Congressional Action

Mexico indicated Monday that it will slap duties on U.S. exports in retaliation for congressional action that ended a program giving Mexican trucks access to U.S. highways.
The tariffs will cover 90 agricultural and industrial products from 40 states, the Mexican embassy in Washington said. Further details were not immediately available.
The action is retribution for language in the fiscal 2009 appropriations law (PL 111-8) that ended a Bush administration pilot program allowing approved Mexican trucking companies to send vehicles beyond the 25-mile border zone.
The program was established under the North American Free Trade Agreement (PL 103-182), which required Mexico and the United States to open their highways to truckers from both nations by 2000.
Lawmakers from both parties vigorously opposed the program, citing safety and environmental concerns and saying Mexican truckers were not subject to the same drivers’ tests and background checks as their American counterparts.
But opponents of the action predicted that Mexico would retaliate under terms of the free trade agreement. A NAFTA tribunal has held the United States in violation of the deal because of the restrictions on access for Mexican trucks.
