CNN has a headline that says 'Dodd suggests tax to recoup AIG bonuses'

Could this be an attempt by Democrats in Congress to help Dodd with his approval numbers? God knows that EVERYONE is pissed off at AIG right now. It could help Dodd if he's seen as the one that stops the bonus payouts.

5. Talk is cheap Sen. Dodd. Action is what is needed now
If Dodd gets the tax through then I'll pat him on the back, but if this suggestion is all talk and no action, then he's another liar.
