Has the "martial law" threat by BushCo ever been investigated?

When the whole "bail-out the fatcats" debacle first emerged, some members of Congress, both Dem and Repub, said they were told martial law would be enacted if the bailout didn't go through. Has this been investigated? Wouldn't such a threat constitute extortion on the part of the White House? I mean, if I said to you "Give my pal $1,000 or I'll break your kneecaps," wouldn't you have me arrested and investigated?
