question about HR 875 "Food Safety Modernization Act of 2009"--does it actually impact

I have tried reading through the bill, but don't really see where home gardens, etc., come in (a friend sent this to me, with grave concern that the originator of the bill has a spouse who works for monsanto) any information on this would be greatly appreciated.
