HR Bill 1388, Section 1304/125 - help me respond

A repub. colleague at work asked me for my opinion of this. He very politely asked and it was not part of a typical repuke oh-woe-is-me hate email.


I would like to respond with an intelligent, well-thought answer, and knew I could count on my friends here to help.

1. this is a challenge

some of this make sense but some aspects, like paragraph 7 (Engaging in religious instruction...), seem to be in violation of the 1st Amendment. This appears to extend government control of an employee beyond the realm of professional conduct and into legally allowed personal activities.
