It would work the same way as single-payer health care. One eliminates the need for insurance companies, the other eliminates the need for parents.
Just think how many issues that follow us around on a daily basis are the result of the emotional, mental, physical, and financial bond between parent and child. That relationship is as inefficient as the insurance company/citizen relationship.
You give tax breaks to not have children. You can even just give every adult in society $1 billion to not have children, and it would be cheaper than all the Wall St. bailouts. How do you replace the population? Anonymous sperm and egg donations, if that's even needed.
So what happens to the children? They all go to(or are born in) various state-of-the-art state-run facilities across the country for 18-22(or more) years. That way, every child starts from the same place. They all exist within the same environment, which is one of the main problems with public education as it is today. The advantage of it would be that there isn't a separation between school and home. There also wouldn't be the inefficient relationship between teacher and parent, because there would be no parents, except the for the people that chose to serve in parenthood. Not only are those people able to choose that responsibility, but they're also paid to do it. They could even form a Parent Union. Professional parents. A better idea than leaving it all up to chance, with the result that the child may never have a chance.
What happens to the adults? They live in an adult world. With the savings from single-payer, and single-parent, there would be plenty of opportunity to enjoy life.
It's obviously all paid for in taxes, just like single-payer health care. It's all regulated. There are no private schools, there are no homeschoolers. Those act in the same manner as insurance companies, by diverting funds in every which direction.
Crazy idea, or the future? It's just an thought. We could even get into a single-employer brainstorm party if need be.
