Oregon lawmaker wants to make nicotine 'prescription only'
SALEM, Ore. (AP) - A state representative plans to introduce legislation that would make nicotine - and the products that contain it - prescription-only. That would essentially mean people could smoke only with a doctor's OK.

Portland Rep. Mitch Greenlick said at a press conference Tuesday that the state ought to control nicotine just as it does pseudoephedrine, an ingredient in methamphetamine. He said he is doubtful the bill will pass this session, but he hopes to lay the groundwork for the future.

8. But first ... it has to be approved by the FDA, right?
The approval trials to ensure it is safe and effective (at treating something?) should be a blast.

10. If nicotine and ethyl alcohol were previously unknown substances
they would never receive FDA approval, due to side affects and lack of intrinsic medical value.

11. And prohibiting alcohol was tried.
It lead to gang wars and violence and people consuming bad product.

It was eventually repealed.
