I was having a look at The White House's website and came accross this:

MEMORANDUM FOR THE SECRETARY OF STATE


SUBJECT: Waiver and Certification of Statutory Provisions Regarding the Palestine Liberation Organization Office

Pursuant to the authority and conditions contained in Section 7034(b) of the Department of State, Foreign Operations, and Related Programs Appropriations Act, 2009 (Div. H, Public Law 111 8), I hereby determine and certify that it is important to the national security interests of the United States to waive the provisions of Section 1003 of the Anti-Terrorism Act of 1987, Public Law 100-204.

This waiver shall be effective for a period of 6 months. You are hereby authorized and directed to transmit this determination to the Congress and to publish it in the Federal Register.

1. Googled a bit and this is what I found
Section 1003 of U.S. Public Law 100-204 listed below:

Section 1003. PROHIBITIONS REGARDING THE PLO.

It shall be unlawful if the purpose be to further the interests of the
Palestine Liberation Organization or any of its constitutent groups, any
successor to any of those, or any agents thereof, on or after the
effective date of this title--
(1) to receive anything of value expect information material from the
PLO or any of its constituent groups, any successor thereto, or any
agents thereof;
(2) to expend funds from the PLO or any of its constitutent groups, any
successor thereto, or any agents thereof; or
(3) notwithstanding any provision of law to the contratry, to establish
or maintain an office, headquarters, premisis, or other facilities or
establishments within the jurisdiction of the United States at the
behest or direction of, or with funds provided by the Palestine
Liberation Organization or any of its constitutent groups, any successor
to any of those, or any agents thereof.

2. Thanks a lot. So, what does that mean the memorandum is saying, in layman's terms?
Sorry to keep asking, but legal lingo has always been my weakpoint.

3. Mine too but venturing a guess
I think it means that various organizations in the US can now deal with the PLO. CAIR comes to mind. This may also mean something to effect that the US will be dealing with the PLO in coming I/P peace negotiations
