Week 12

Summary: Pirates and Puppies and Pakistan. It’s another mixed bag this week

April 7, 2009 Tuesday

Obama Agenda

1. Kal Penn's suicide on 'House' opens door to join Obama team: Yes, Penn, who is best known for his part in the "Harold & Kumar" movies, is fine and very much alive. In fact, he's better than fine because very soon he'll be working for President Barack Obama. That's right. He left "House" and the world of acting to become the new associate director in the White House Office of Public Liaison. The latter is a fancy way of saying that Penn, 31, will be working with various communities to enact the grassroots change Obama campaigned on. "To be a part of public service has always been on my mind," Penn told reporters in a Tuesday teleconference, adding that his grandparents marched with Mahatma Gandhi. "Yeah, people thought I was crazy, but people thought I was crazy when I was 17 and I said I wanted to be an actor." http://www.detnews.com/article/20090407/ENT10/904070446/1361/Kal+Penn+s+suicide+on++House++opens+door+to+join+Obama+team

Budget

2. Defense Secretary Robert Gates' ambitious plan to overhaul Pentagon weapons programs has raised a wide range of thorny questions for industry executives, congressional aides and the military services. At weapons plants around the country, in the halls of Congress, and in the corridors of the Pentagon, company, military and government officials struggled on Tuesday to understand the sweeping delays, cancellations and funding increases that Gates is recommending. http://www.washingtonpost.com/wp-dyn/content/article/2009/04/07/AR2009040700371.html

Domestic Issues

3. Vice President Joe Biden said Tuesday his predecessor, Dick Cheney, is "dead wrong" when he says President Barack Obama's national security policies are making the United States less safe. Biden said the exact opposite is true and added that President George W. Bush's vice president was part of a dysfunctional decision-making system. "I don't think he is out of line, but he is dead wrong. ... The last administration left us in a weaker posture than we've been any time since World War II: less regarded in the world, stretched more thinly than we ever have been in the past, two wars under way, virtually no respect in entire parts of the world," Biden said. http://news.yahoo.com/s/ap/20090408/ap_on_go_pr_wh/biden_cheney

4. The U.S. government is adding up the number of H-1B visa applications that it has received since the filing window for the next federal fiscal year opened on April 1. If history is any guide, more than enough applications to reach the annual visa cap will again be submitted, despite the ongoing economic recession. It has been 13 years since the government issued fewer than 65,000 H-1B visas, the maximum number of regular visas that can be awarded under the current cap. And in recent years, the number of applications has far outstripped the available supply, prompting the U.S. Citizenship and Immigration Services (USCIS) to use a lottery to choose H-1B recipients for both fiscal 2008 and 2009. The application filing period for H-1B visas comes at a time when unemployment is increasing in IT and when the recession is also hitting the broader spectrum of engineering jobs in a big way. http://www.computerworld.com/action/article.do?command=...

5. Single-payer system clears vote: The House has given initial approval to a single-payer health-care plan, but the bill's long-term prognosis is not certain. House Bill 1273 passed on a voice vote Monday evening. It will need to pass one more recorded vote to get out of the House. Four Democrats and two Republicans were absent Monday. The bill, by Fort Collins Democrat John Kefalas, sets up a 23-member commission to design a universal health-insurance system. "Our current health-care system is not well," Kefalas said. "Our current health-care system is unsustainable, with the cost of health care and the numbers of the uninsured rising dramatically." To fix the problems, Kefalas envisions a "single-payer" system that would replace today's private insurance system. His bill sets up the Colorado Health Care Authority, which would design a new health-insurance system. The Legislature would have to approve the change in a later year. http://www.durangoherald.com/sections/News/2009/04/07/S... /

6. Following Bush lead, Obama moves to block challenge to wiretapping program: President Barack Obama has invoked "state secrets" to prevent a court from reviewing the legality of the National Security Agency's warantless wiretapping program and moved late Friday to have a lawsuit challenging the program dismissed. The move -- which holds that information surrounding the massive eavesdropping program should be kept from the public because of its sensitivity -- follows an earlier decision in March to block handover of documents relating to the Bush Administration's decision to spy on a charity. The arguments also mirror the Bush Administration's efforts to dismiss an earlier suit against AT&T. http://rawstory.com/news/2008/Obama_follows_Bush_policy...

7. GM Bankruptcy Plan Developing as Board Seeks Savings: General Motors Corp. is speeding up preparations for a possible bankruptcy filing even as directors scout for deeper savings this week to avoid that outcome, people familiar with the plans said. GM would focus on forming a new company from its best assets if court protection is needed, said the people, who asked not to be named because the details aren’t public. http://www.bloomberg.com/apps/news?pid=20601087&sid=aDglrExs3oK0&refer=home

8. Obama administration cracks down on mortgage scams - some in Brooklyn, Bronx: The Obama administration announced a state and federal crackdown Monday on companies - including some in Brooklyn and the Bronx - falsely claiming they can help mortgage holders facing the loss of their homes. "For millions of Americans, the dream of homeownership has become a nightmare," said Attorney General Eric Holder. "The unscrupulous actions of individuals and companies to exploit the misfortune of others is despicable, it's immoral, and it's also illegal," he said. http://www.nydailynews.com/real_estate/2009/04/06/2009-04-06_obama_administration_cracks_down_on_mort.html

9. The U.S. government's huge financial rescue program may get the nation through the present economic crisis, but it likely won't be enough if the downturn is worse than expected, a congressional panel said on Tuesday. Six months after the Bush administration created and launched the $700 billion Troubled Asset Relief Program, the TARP's Congressional Oversight Panel said the government is essentially subsidizing the financial system as "a short-term bridge from earlier prosperity to future prosperity." http://www.washingtonpost.com/wp-dyn/content/article/2009/04/07/AR2009040700371.html

Foreign Affairs

10. Obama in Baghdad, tells troops Iraq must take over: Flying unannounced into a still-dangerous war zone, President Barack Obama told U.S. troops and Iraqi officials alike Tuesday it is time to phase out America's combat role in a conflict he opposed as a candidate and has vowed to end as commander in chief. With violence diminished but hardly disappearing — a car bomb killed eight Iraqis just hours before Obama's arrival — the president met with Prime Minister Nouri al-Maliki and emphasized that "we strongly support" steps to unite political factions, including integrating minority Sunnis into the government and security forces. http://news.yahoo.com/s/ap/20090408/ap_on_go_pr_wh/ml_obama_iraq

11. U.S. President Barack Obama pushed Iraq's feuding factions to compromise on Tuesday, sounding a note of impatience as he said Iraqis should take responsibility for their country so U.S. troops could leave. http://www.washingtonpost.com/wp-dyn/content/article/2009/04/07/AR2009040700371.html Obama Pushes for Mideast Accord: ISTANBUL, Turkey — President Obama continued to use his bully pulpit on Tuesday to call for Israelis and Palestinians to make the compromises necessary to reach a Middle East peace accord. http://www.nytimes.com/2009/04/08/world/europe/08prexy.html?hp

12. U.S. President Barack Obama ended his trip to Muslim Turkey on Tuesday by calling for peace and dialogue with Islam and the creation of a Palestinian state living side by side with Israel. In his first trip as president to the Muslim world, Obama sought to rebuild ties after anger at the invasion of Iraq, the war in Afghanistan and accusations his predecessor George W. Bush was biased in favor of Israel. http://www.washingtonpost.com/wp-dyn/content/article/2009/04/07/AR2009040700371.html Obama ends Turkish visit with student town hall: Barack Obama wrapped up his first foreign trip as president with a request of the world: Look past his nation's stereotypes and flaws. "You will find a partner and a friend in the United States of America," he declared Tuesday. "The world will be what you make of it," Obama told college students in Turkey's largest city. "You can choose to make new bridges instead of new walls." http://www.google.com/hostednews/ap/article/ALeqM5iOmBrSJce9WwmkDD2o9EU8KT0RxAD97DINO82 Obama's Turkey address draws praise across Middle East: Syria's foreign minister praised President Barack Obama's address to the Arab and Islamic world in Turkey, and many Arabs were cheered by the American leader's promises to push for a Palestinian state. On his first visit as president to a predominantly Islamic nation, Obama reached out to Arabs and Muslims in his Ankara address, saying the United States is not and never will be at war with Islam. He also spoke of the Arab-Israeli peace process, saying he will actively pursue the goal of creating a Palestinian state alongside Israel. http://www.haaretz.com/hasen/spages/1077092.html

13. President Obama's unannounced visit to Iraq on Tuesday put a final exclamation point on a weeklong foreign trip designed to signal to the rest of the world a clean break from the presidency of George W. Bush. But it also underscored the ownership Obama has taken of a conflict in Afghanistan that, in foreign policy, could be as defining for his presidency as Iraq was for Bush's. http://voices.washingtonpost.com/44/2009/04/07/iraq_and_obamas_war.html?wprss=44

14. Fidel Castro meets with 3 visiting US lawmakers: Signaling its willingness to discuss improved relations with the Obama administration, Cuba on Tuesday granted three visiting members of the Congressional Black Caucus the first meeting with Fidel Castro by American officials since he fell ill in 2006. The surprise meeting came a day after the full delegation of six representatives spent more than four hours talking privately with Cuban President Raul Castro, his first encounter with U.S. officials since formally replacing his brother as head of state nearly 14 months ago. http://news.yahoo.com/s/ap/20090408/ap_on_re_la_am_ca/cb_cuba_us

15. The chairman of the U.S. Senate Foreign Relations Committee, John Kerry, will lead a delegation to Sudan's Darfur region, U.S. officials said on Monday, in a possible sign of a growing willingness to engage with Khartoum. "This is significant," a U.S. diplomatic source told Reuters. "It is the first Congressional delegation to Sudan we have had since 2007. Like the U.S. envoy's current visit, it is a new tack." http://www.washingtonpost.com/wp-dyn/content/article/2009/04/07/AR2009040700371_2.html

16. Obama team warns U.S. lawmakers: Expect confrontation with Israel: In an unprecedented move, the Obama administration is readying for a possible confrontation with Prime Minister Benjamin Netanyahu by briefing Democratic congressmen on the peace process and the positions of the new government in Israel regarding a two-state solution. The Obama administration is expecting a clash with Netanyahu over his refusal to support the establishment of a Palestinian state alongside Israel. http://www.haaretz.com/hasen/spages/1077222.html

Obama Agenda

17. Attorney General Eric H. Holder Jr. is preparing to name a new person to lead the Justice Department's internal ethics unit, moving to put his stamp on a department reeling from the dismissal of criminal charges against former senator Ted Stevens and accusations of political motivation during the Bush years. Holder will name Mary Patrice Brown, a well-respected career prosecutor in the District, as the new leader of the Office of Professional Responsibility as early as this afternoon, according to two sources familiar with the matter. Brown, who leads the criminal division at the U.S. attorney's office in the District, will become only the third chief of that unit since it was established in 1975 after the Watergate scandal. The move comes a day after U.S. District Judge Emmet G. Sullivan expressed a lack of confidence in the office, which has been investigating lapses with witnesses and evidence that ultimately demolished the government's case against Stevens. http://www.washingtonpost.com/wp-dyn/content/article/20...

18. The president's new science adviser said Wednesday that global warming is so dire, the Obama administration is discussing radical technologies to cool Earth's air. John Holdren told The Associated Press in his first interview since being confirmed last month that the idea of geoengineering the climate is being discussed. One such extreme option includes shooting pollution particles into the upper atmosphere to reflect the sun's rays. Holdren said such an experimental measure would only be used as a last resort. Holdren outlined several "tipping points" involving global warming that could be fast approaching. Once such milestones are reached, such as complete loss of summer sea ice in the Arctic, it increases chances of "really intolerable consequences," he said. Twice in a half-hour interview, Holdren compared global warming to being "in a car with bad brakes driving toward a cliff in the fog." http://www.google.com/hostednews/ap/article/ALeqM5hm1kM...

19. Obama will be the first U.S. president to attend a White House Seder. Obama will be the first U.S. president to attend a White House Seder. Last night, the White House released President Obama’s schedule for the remainder of the week, which included participation in the White House Seder on Thursday: On Thursday, President Obama will participate in an event at the White House where he will discuss the need to enhance the quality of healthcare afforded to members of our Armed Forces and our Veterans. The Press Secretary will brief in the afternoon. President Obama and his family will mark the beginning of Passover with a Seder at the White House with friends and staff. The Jerusalem Post notes that Thursday’s event is “believed to be the first White House Seder attended by an American president.” Yesterday, Obama also issued an official White House letter with his “warmest wishes to all celebrating the sacred festival of Passover.” “Chag sameach,” he added. http://thinkprogress.org/2009/04/08/obama-seder /

20. White House invites gay families to Easter event: The White House is allocating tickets for the upcoming Easter Egg Roll to gay and lesbian parents as part of the Obama administration's outreach to diverse communities. Families say the gesture shows that the new Democratic administration values them as equal to other families. And for many, being included in the annual tradition — dating to 1878 — renews hope that they will have more support in their quest for equal rights in matters such as marriage and adoption than under the previous administration. "The Obama administration actually reached out to us as an organization, and said we want gay families there, and they are an important part of the American family fabric," said Jennifer Chrisler, executive director of the Boston-based Family Equality Council, which is helping spearhead the effort to organize families to attend. http://www.google.com/hostednews/ap/article/ALeqM5iV-j4...

21. Obama Back in Washington After Overseas Trip. 'The president returned to Washington in the early hours of Wednesday morning, bringing his lengthy debut on the world stage -- including his first stop in a war zone as commander in chief -- to a close.' http://www.nytimes.com/aponline/2009/04/08/washington/A...

Foreign Affairs

22. The Obama administration says it has decided to participate directly in group talks with Iran over its suspect nuclear program, marking another shift from former President George W. Bush's policy. State Department spokesman Robert Wood said Wednesday the United States would be at the table from now on when senior diplomats from the five permanent members of the U.N. Security Council and Germany meet with Iranian officials to discuss the nuclear issue. The Bush administration had generally shunned such meetings. http://www.sfgate.com/cgi-bin/article.cgi?f=/n/a/2009/0...

23. Fidel Castro wants to help Obama: U.S. lawmaker Fidel Castro appeared healthy and asked how Cuba's leadership could best help U.S. President Obama move to normalize relations between the two countries, two U.S. lawmakers said on Tuesday after meeting the 82-year-old former Cuban president in Havana. "Of course, he has been ill. But I think we will agree that he was very healthy, very energetic, very clear thinking," Representative Barbara Lee, one of three Democrats to meet Castro, told a Washington news conference. http://www.reuters.com/article/GCA-BarackObama/idUSTRE5376X120090408

24. One of Shi'ite Islam's highest religious authorities praised Wednesday the "sincerity" of U.S. President Barack Obama's message to the Muslim world and predicted a positive outcome for his approach to Iran. Grand Ayatollah Sayyed Mohammed Hussein Fadlallah said Obama appeared to be a man of "human values" but would be judged on his actions. The ayatollah urged Obama to rethink policy on the Israeli-Palestinian conflict. http://uk.reuters.com/article/GCA-PresidentBarackObama/idUKTRE5376SO20090408

Budget

25. Senate budget revives 'nuclear pork': Nuclear energy advocates quietly slipped an extra $50 billion for an Energy Department program into the Senate's budget blueprint last week, giving new life to a provision that had been rejected as "nuclear pork" in February's economic stimulus bill. Without debate, explanation or a recorded vote, senators accepted an amendment by Sen. Michael D. Crapo, Idaho Republican, to boost the department's "low-carbon" energy loan construction guarantee program by $50 billion over five years. The program would make it easier for the nuclear power industry to secure financing for plants, including the more than two dozen that are now pending. The amendment is another challenge by the Democrat-led Senate to President Obama, whose energy policies have been antagonistic toward nuclear power. Part of a cluster of 15 changes proposed Thursday night at the tail end of the budget debate, the provision was offered on the Senate floor by Budget Committee Chairman Kent Conrad, North Dakota Democrat. http://www.washingtontimes.com/news/2009/apr/08/senate-...

Economy

26. Obama to Meet With Economic Team on Bank Stress Tests: President Barack Obama will get a progress report on stress tests at the 19 biggest U.S. banks when he meets with his economic team April 10, a White House spokesman said. Treasury Secretary Timothy Geithner, Federal Reserve Chairman Ben S. Bernanke and Sheila Bair, chairman of the Federal Deposit Insurance Corp., will attend the session. The group also will have a “significant discussion about other aspects of the economy,” said Josh Earnest, a White House spokesman. The exams, to conclude by the end of April, are designed to show how much extra capital banks may need to survive a deeper economic downturn. http://www.bloomberg.com/apps/news?pid=20601087&sid=aKFjmQ3Nj_aQ&refer=home

Domestic Issues

27. Federal Communications Commission Acting Chairman Michael Copps said Wednesday he intends to act boldly to help improve the diversity of broadcasters in the U.S. "Today we commit to getting independent and credible information to gird what I intend to be meaningful action to right the injustice" of the lack minority- and women-owned broadcasters in the U.S., Copps said at an FCC meeting. The FCC approved a proposal to improve data collection about broadcasting entities owned by women and minorities. The FCC voted to expand the number of broadcast entities that must file data to the commission about the ethnicity of their owners. The Internet advocacy group Free Press said the FCC's 2007 data collection process missed over half of the radio stations owned by women and minorities and over two-thirds of the television stations. Still, Free Press says women and minorities own less than 10% of the full-power radio and TV stations in the country. http://tinyurl.com/dmtfrv

28. Obama names more members to his faith-based advisory group: During the presidential campaign, Obama pledged to continue President Bush’s faith-based office but with a significant twist: He said that groups receiving federal money would no longer be allowed to discriminate in hiring on the basis of religion. See the list of names here: http://latimesblogs.latimes.com/washington/2009/04/obama-names-more-members-to-his-faithbased-advisory-group.html

29. White House Flexibility Signaled on Climate Bill: The White House is open to compromise on certain key elements of its climate-change agenda, including whether businesses could get some emissions allowances free, administration officials said Wednesday. " preferred approach was 100% auction to create incentives for companies to reduce their greenhouse gas emissions," said White House spokesman Ben LaBolt. "Members of Congress are looking at a variety of policy options to help us make that transition, and the administration will be flexible during the policymaking process as long as those larger goals are met," he said in an email. http://online.wsj.com/article/SB123922598643102605.html

30. Ever so delicately, President Obama is raising the issue, suggesting through a top policy adviser that the United States will allow Cuban Americans travel and remittance privileges. It tests the waters in a way that's well short of a wholesale remake of Washington-Havana relations. http://www.sfgate.com/cgi-bin/article.cgi?f=/c/a/2009/04/08/ED7F16UTI1.DTL

31. While acknowledging that the recession makes the political battle more difficult, President Obama plans to begin addressing the country’s immigration system this year, including looking for a path for illegal immigrants to become legal, a senior administration official said on Wednesday. Mr. Obama will frame the new effort — likely to rouse passions on all sides of the highly divisive issue — as “policy reform that controls immigration and makes it an orderly system,” said the official, Cecilia Muñoz, deputy assistant to the president and director of intergovernmental affairs in the White House. http://www.nytimes.com/2009/04/09/us/politics/09immig.h...

Obama Agenda

32. Obama invites friends, aides for White House dinner to mark Passover: President Barack Obama is inviting close friends and staff to a private White House meal Thursday to mark Passover, a signal that the new president intends to fulfill his promise that Jewish voters would have an ally. Among the invited is Valerie Jarrett, one of Obama's closest advisers, and family friend Eric Whitaker, who is visiting from Chicago and attended a seder last year with the campaign. Michelle Obama and the family's two daughters also plan to attend. http://www.daily-jeff.com/news/article/4563325

33. Defense to Bush holdovers: Sign ethics pledge, or leave: Bush administration political appointees at the Defense Department have until the end of the week to sign President Barack Obama's ethics pledge, or they will be asked to resign, according to internal correspondence. In an April 7 e-mail, Robert Rangel, special assistant to Defense Secretary Robert Gates, gave all Bush holdovers until the close of business on Friday to sign the agreement, which puts restrictions on post-government employment. Politicos who refuse to comply will be required to leave their position by the end of April. "Those who choose not to sign the ethics pledge and leave before April 30, 2009 (or those who choose to sign the pledge and are replaced after April 30, 2009), will be asked to submit their resignations, and the department will treat their separations as involuntary," Rangel wrote. http://www.govexec.com/dailyfed/0409/040909rb1.htm

34. The latest CBS News/New York Times poll showed President Obama receiving a 66 percent approval rating from the public, his highest since taking office in January. http://www.cbsnews.com/blogs/2009/04/08/politics/politicalhotsheet/entry4930020.shtml

Economy

35. Economy leaves millions of drivers uninsured: Insurance regulators and safety activists are alarmed at what they describe as a stunning rise in the number of drivers who are cutting back or even dropping their auto insurance to save money during the recession. “It’s been a shock,” said Chris Pringle, owner of All American Insurance Agency in Little Rock, Ark., who said up to 20 percent of his clients had dropped their policies or missed payments in recent months. “I thought we were somewhat in a recession-proof business, because (auto insurance is) required for everyone to have.” http://www.msnbc.msn.com/id/30093235 /

36. Obama pushes Americans to refinance homes: President Obama used his bully pulpit Thursday to encourage Americans to refinance their homes, which could stimulate consumer spending and pump up the economy. Obama trumpeted programs that have helped drive mortgage rates to their lowest levels in decades, and encouraged home owners to re-finance to put more money in their pockets. He also hawked an administration web site mean to encourage Americans to refinance their homes. http://thehill.com/leading-the-news/obama-pushes-americ...

37. Obama Extols Impact of Lower Mortgage Rates: President Obama touted his administration's efforts to lower mortgage interest rates in a round-table discussion Thursday with Washington-area homeowners who have benefited from refinancing into more affordable loans. http://www.washingtonpost.com/wp-dyn/content/article/2009/04/09/AR2009040902584.html?hpid=topnews

Budget

38. Obama to seek $83.4 billion for Iraq, Afghan wars: President Barack Obama is seeking $83.4 billion for U.S. military operations in Iraq and Afghanistan, pressing for a war supplemental spending bill like the ones he repeatedly voted against when he was senator and George W. Bush was president. Obama's request would push the costs of the two wars to almost $1 trillion since the Sept. 11, 2001 terrorist attacks, according to the Congressional Research Service. The additional money would cover operations into the fall. Budget office spokesman Tom Gavin said the White House will send an official request to Congress Thursday afternoon. Congressional aides briefed on the request revealed its overall cost on condition of anonymity since the briefing was private. http://news.yahoo.com/s/ap/20090409/ap_on_go_pr_wh/obam...

Foreign Affairs

39. New conditions incorporated into Pakistan aid bill: Pakistan will have to undertake not to support any person or group involved in activities meant to hurt India and to allow US investigators access to individuals suspected of engaging in nuclear proliferation if it wants to qualify for a threefold increase in US economic assistance. The clause requiring such a pledge is incorporated in a bill moved in the US House of Representatives on April 2, seeking to provide $1.5 billion of annual assistance to Pakistan for a period of five years. http://www.dawn.com/wps/wcm/connect/dawn-content-librar...

40. Allies key to new Obama strategy: The success of President Barack Obama's new war strategy depends heavily on factors beyond his control: Afghan competence, Pakistani cooperation and a greater willingness by Europeans and other allies to adopt the American view that al-Qaida is at the core of the conflict. http://www.detnews.com/article/20090409/POLITICS03/904090378/1020/Allies+key+to+new+Obama+strategy

41. Obama To Seek 'New Beginning' With Latin America At Summit –Adviser: U.S. President Barack Obama will seek to establish a "new beginning" in hemispheric relations when he attends the Summit of the Americas next week, a White House adviser said Thursday. http://online.wsj.com/article/BT-CO-20090409-712342.html

Domestic Issues

42. John Holdren, the chief scientific adviser to Barack Obama, has had his first taste of what his new job entails: dealing with voracious journalists. Formerly director of Harvard University's Science, Technology and Public Policy Program as well as of the Woods Hole Research Center, Holdren has felt the need to clarify his views on geoengineering after his first interview with the media was splashed all over the place with headlines that, he felt, went too far. Holdren felt that the write-up of his interview with Associated Press implied that geoengineering the planet to combat climate change was under serious consideration by the Obama administration. Not so, he says. I said that the approaches that have been surfaced so far seem problematic in terms of both efficacy and side effects, but we have to look at the possibilities and understand them because if we get desperate enough it will be considered. I also made clear that this was my personal view, not Administration policy. Asked whether I had mentioned geo-engineering in any White House discussions, though, I said that I had. This is NOT the same thing as saying the White House is giving serious consideration to geo-engineering - which it isn't - and I am disappointed that the headline and the text of the article suggest otherwise. http://www.newscientist.com/blogs/shortsharpscience/200...

43. CIA bars contractors from doing interrogations: CIA Director Leon Panetta has carried through on his pledge to prohibit independent contractors from conducting interrogations of terror suspects. In a message to agency employees on Thursday, Panetta said he had notified the congressional oversight committees about the current CIA policy regarding interrogations. Besides discontinuing the use of contractors, the director outlined in the message other steps taken in response to executive orders issued by President Obama in January. http://www.cnn.com/2009/POLITICS/04/09/panetta.interrog...

44. U.S puts in a $285-million order for Detroit-made vehicles: Detroit’s automakers got a pretty big order for vehicles on the way – from the Obama White House. President Barack Obama said today the General Services Administration is accelerating its purchase of new cars for the government fleet by spending $285 million on stimulus money on about 17,600 vehicles. The purchases will be made for the government fleet before June 1 and will come under existing contracts with General Motors, Chrysler and Ford. Last week, Obama instructed his administration to speed up the purchase of fuel-efficient vehicles to increase demand for Detroit’s automakers, which have been suffering from a sharp downturn. According to the White House the buy includes the purhcase of 2,500 hybrid sedans that will be ordered by April 15. It is the largest one-time purchase of hybrid vehicles by the federal government fleet in history. “The problems that caused this economic crisis weren’t created in a day, and it will take time and hard work to get our economy back on track,” Obama said in a statement. “But I am 100% committed to a strong American auto industry, and we will stand with America’s auto workers and their families during these difficult times.” http://www.freep.com/article/20090409/BUSINESS01/904090... Each vehicle must have a better fuel economy rating than the one it replaces. The government aims to boost the new fleet's overall fuel efficiency at least 10 percent. The new cars are intended to reduce the government's gasoline consumption by 1.3 million gallons a year and prevent 26 million pounds of carbon-dioxide from entering the atmosphere, the administration said. http://www.washingtonpost.com/wp-dyn/content/article/2009/04/09/AR2009040904319.html?hpid=smartliving

45. The CIA is "no longer" operating secret prisons used by the intelligence agency to interrogate terror suspects, and plans to shut all remaining "black sites," the spy agency's director said Thursday. The statement by the Central Intelligence Agency chief confirmed the spy service was carrying out an order from President Barack Obama to shut down the secret prisons that have been condemned at home and abroad as a flagrant violation of human rights. http://www.google.com/hostednews/afp/article/ALeqM5jndv... 46. Obama announces new veterans’ medical records system: The federal government is establishing a new system for updating medical records of servicemen and women both during and after their military careers, President Obama announced Thursday. The Joint Virtual Lifetime Electronic Record will, among other things, help ensure a streamlined transition of health care records between the Pentagon and the Veterans Administration. It will provide “a framework to ensure that all health care providers have all the information they need to deliver high-quality health care while reducing medical errors,” the White House noted in a background statement. “When a member of the armed forces separates from the military, he or she will no longer have to walk paperwork from a (Defense Department) duty station to a local VA health center. Their electronic records will transition along with them and remain with them forever,” Obama said in remarks delivered near the White House. The system will “cut through red tape” and allow new veterans to start receiving their benefits more quickly, he promised. http://cnnwire.blogs.cnn.com/2009/04/09/obama-announces... /

48. Holder to name new internal ethics chief: The Justice Department is still reeling from the Ted Stevens case dismissal. WASHINGTON - Attorney General Eric H. Holder Jr. is preparing to name a new person to lead the Justice Department's internal ethics unit, moving to put his stamp on a department reeling from the dismissal of criminal charges against former Sen. Ted Stevens and accusations of political motivation during the Bush years. Holder will name Mary Patrice Brown, a well-respected career prosecutor in the District, as the new leader of the Office of Professional Responsibility as early as this afternoon, according to two sources familiar with the matter. Brown, who leads the criminal division at the U.S. attorney's office in the District, will become only the third chief of that unit since it was established in 1975 after the Watergate scandal. http://www.msnbc.msn.com/id/30111589 /

49. U.S. Squeezes Auto Creditors: The federal government is taking an increasingly hard line with the creditors of General Motors Corp. and Chrysler LLC, trying to squeeze billions of dollars in concessions out of banks, bondholders and others.
In both cases, the U.S. is directly and not-so-directly managing negotiations for the companies as they prepare for what could be contentious Chapter 11 filings. This offer would be a last chance at avoiding bankruptcy, which GM worries would be more expensive than an out-of-court solution. The government feels bankruptcy is the best bet.
At Chrysler, the U.S. wants banks and bank debtholders to give up about 85% of the nearly $7 billion they are owed. Banks have yet to make a counteroffer but chafe at that proposal. Even if issues with bondholders and lenders are resolved, the United Auto Workers union will play a key role in the efforts to restructure. And questions remain whether the Obama administration, which had labor backing in the election, will demand as much pain for workers as for investors. The UAW isn't at the negotiating table because it is waiting to see how much investors in GM and Chrysler, which is controlled by Cerberus Capital Management LP, will have to give up. http://online.wsj.com/article/SB123932036083306929.html

50. The Obama administration might agree to auction only a portion of the emissions allowances granted at first under a cap-and-trade system to limit greenhouse gas pollution, White House science adviser John P. Holdren said yesterday, a move that would please electric utilities and manufacturers but could anger environmentalists. http://www.washingtonpost.com/wp-dyn/content/article/2009/04/08/AR2009040802467.html?wprss=rss_business

51. Allies key to new Obama strategy: Bridging gap between European, U.S. views necessary for progress. The success of President Barack Obama's new war strategy depends heavily on factors beyond his control: Afghan competence, Pakistani cooperation and a greater willingness by Europeans and other allies to adopt the American view that al-Qaida is at the core of the conflict. Each of those has been missing or, at best, has fallen short despite years of U.S. pushing and prodding. That is why, after more than seven years of inconclusive combat, hundreds of American deaths, billions in financial aid and incomplete efforts to build self-sustaining Afghan security forces, Obama saw a need last month to retool strategy, clarify U.S. war aims and seek more help from NATO and other partners. http://www.detnews.com/article/20090409/POLITICS03/904090378/1020/Allies+key+to+new+Obama+strategy

52. Obama to Push Immigration Bill as One Priority: While acknowledging that the recession makes the political battle more difficult, President Obama plans to begin addressing the country’s immigration system this year, including looking for a path for illegal immigrants to become legal, a senior administration official said on Wednesday. Mr. Obama will frame the new effort — likely to rouse passions on all sides of the highly divisive issue — as “policy reform that controls immigration and makes it an orderly system,” said the official, Cecilia Muñoz, deputy assistant to the president and director of intergovernmental affairs in the White House. http://www.nytimes.com/2009/04/09/us/politics/09immig.html?hp

53. Obama Makes Health Reform Office Official: One month after its director began work, President Obama made it official today: There's a new White House Office of Health Reform. 54. Thrusday CIA Director Leon Panetta emailed thousands of subordinates his hearty greetings for Passover and Easter. Appropriate to the season, perhaps, his message was filled with talk of torture, foreign captivity, and doubtful acts of contrition. “CIA officers do not tolerate, and will continue to promptly report, any inappropriate behavior or allegations of abuse,” he wrote. And this rule was not to be evaded by proxies, either: “That holds true whether a suspect is in the custody of an American partner or a foreign liaison service.” http://www.harpers.org/subjects/NoComment

Obama Agenda

56. President Barack Obama is ordering the release of nearly a quarter of a million pages of records from the Reagan White House that were kept from the public during a lengthy review by President George W. Bush.
The Reagan documents – which include presidential briefing papers, speechwriting research materials and declassified foreign policy records — are expected to be released Monday. http://www.politico.com/news/stories/0409/21121.html

57. Obama Taps Former Idaho AG to Lead Indian Affairs: An American Indian who served as the attorney general of Idaho was nominated Friday to become the head of the Bureau of Indian Affairs. President Barack Obama nominated Larry EchoHawk, a law professor at Brigham Young University and a member of the Pawnee tribe, to the post. As well as being the former attorney general, EchoHawk also ran for Idaho governor in 1994, losing to Republican Phil Batt by less than 35,000 votes. At the time, he would have been the nation's first American Indian governor. He became the first American Indian elected to a constitutional statewide office when he assumed the post of attorney general in the early 1990s, the White House said. The embattled Indian Affairs agency has been without a leader for some time. The most recent head, Carl Artman, took the post in March 2007 after it had been vacant for two years and then resigned a little more than a year later. http://www.google.com/hostednews/ap/article/ALeqM5hdH9c...

Economy

58. Obama meets advisers, plans update on economy: Fresh off a foreign trip heavily focused on global economic troubles, President Barack Obama is getting together with his top economic advisers as the U.S. recession shows signs of abating. Treasury Secretary Timothy Geithner, Federal Reserve Chairman Ben Bernanke and Federal Deposit Insurance Corp. Chairwoman Sheila Bair were heading to the White House for a morning of talks Friday. Also attending were Securities and Exchange Commission Chairwoman Mary Schapiro and Comptroller of the Currency John Dugan. Obama advisers say the broad agenda was to include discussions on efforts to stimulate the economy as well as stabilize the financial sector, plus the rising unemployment rate, mortgage refinancing and the health of banks, including "stress tests" the administration is conducting. http://www.google.com/hostednews/ap/article/ALeqM5hEx3tiPJhZQLVqjNmHR_oP6FZMuwD97FIGG80

59. President Barack Obama said Friday he is starting to see glimmers of hope in the economy, however he added that there is a lot of work to do. "We're starting to see progress," Obama said after meeting with key government officials including Treasury Secretary Timothy Geithner, Federal Reserve Chairman Ben Bernanke and other financial regulators. "If we stick with it and don't flinch in the wake of some difficulties, we will see improvements." Obama noted that he saw that a 20% increase in a key Small Business Administration program last month, as an indication of improvements in the markets. "We feel confident that as we deal with problems in banking system that we're also fixing the non-banking sector when it came to auto and credit card loans," Obama added. "The economy is still under severe stress." http://www.marketwatch.com/news/story/obama-were-starting-see-glimmers/story.aspx?guid=%7BACD00F17-1359-4C6C-858B-D3C2C46B4A7F%7D&dist=msr_1 Showdown Seen Between Banks and Regulators: As the Obama administration completes its examinations of the nation’s largest banks, industry executives are bracing for fights with the government over repayment of bailout money and forced sales of bad mortgages. President Obama emerged from a meeting with his senior economic advisers on Friday to say “what you’re starting to see is glimmers of hope across the economy.” But there were also signs of growing tensions between the White House and the nation’s banks over the next phase of the financial rescue. Meanwhile, the Obama administration wants weaker banks to move more quickly to relieve their balance sheets of the toxic assets, the home loans and mortgage bonds that nobody wants to buy right now. But the banks are resisting because they would have to book big losses. Finally, there is increasing anxiety in the industry that the administration could use the stress tests of the 19 biggest banks, due to be completed in the next three weeks, to insist on management changes, just as it did with General Motors when officials forced the resignation of its chief executive after examining that company’s books. Senior officials, recognizing that the next few weeks could prove pivotal for both the industry and the bailout effort, are moving ahead with major plans. http://www.nytimes.com/2009/04/11/business/economy/11ba...

60. The U.S. Federal Reserve has told Goldman Sachs Group Inc., Citigroup Inc. and other banks to keep mum on the results of “stress tests” that will gauge their ability to weather the recession, people familiar with the matter said. The Fed wants to ensure that the report cards don’t leak during earnings conference calls scheduled for this month. Such a scenario might push stock prices lower for banks perceived as weak and interfere with the government’s plan to release the results in an orderly fashion later this month. “If you allow banks to talk about it, people are just going to assume that the ones that don’t comment about it failed,” said Paul Miller, an analyst at FBR Capital Markets in Arlington, Virginia. Regulators are using the tests to determine whether the 19 biggest banks have enough capital to cover loan losses during the next two years if the economy shrinks, unemployment surges and housing prices keep declining. The tests are a linchpin of the plan Treasury Secretary Timothy Geithner announced in February to bolster confidence in the nation’s banks and restore financial-market stability. http://www.bloomberg.com/apps/news?pid=20601087&sid=aEX...

61. Obama confers with Peru's president about economy: President Barack Obama has called the president of Peru to discuss how their two countries could work together to restore economic growth. The White House says Obama called President Alan Garcia on Friday to discuss the two countries' shared goals for the hemisphere. The two leaders spoke about the financial crisis ahead of next week's Summit of the Americas. Obama heads to Trinidad and Tobago on Thursday for the summit. Obama also thanked Garcia for helping to fight drug trafficking in the region. http://www.google.com/hostednews/ap/article/ALeqM5gL01xAGaW1W-XhinFnyTxXEqvxngD97FTF802

63. FDIC sets up bank to resolve failed New Frontier (failure #23): U.S. regulators on Friday closed New Frontier Bank of Greeley, Colorado, and set up a temporary bank so depositors can open accounts at other insured institutions. The Federal Deposit Insurance Corp said it immediately transferred New Frontier's insured deposits to the Deposit Insurance National Bank of Greeley, which will remain open for about 30 days so customers can move their funds to other banks. New Frontier had total assets of $2 billion and total deposits of about $1.5 billion as of March 24. It is the 23rd U.S. bank to fail this year, and its resolution is expected to cost the deposit insurance fund about $670 million. http://www.reuters.com/article/ousiv/idUSTRE53A03220090... Budget

64. The U.S. federal budget deficit rose to a record $956.8 billion in the first six months of the fiscal year after the government stepped up spending to cope with a recession that has depressed tax receipts, the Treasury Department reported Friday. The deficit is well on its way to the $1.75 trillion -- or 12.3% of gross domestic product -- that the White House has estimated for the full fiscal year, which ends in September. The deficit through the first six months is more than three times higher than it was at this time last year. The government has borrowed $1 trillion from the public so far this fiscal year. http://www.marketwatch.com/News/Story/Story.aspx?guid={...

65. Escalating a dramatic Indian Ocean standoff, more U.S. warships — as well as pirate reinforcements with an international gallery of hostages — rushed Friday toward the spot where four Somali bandits are holding a U.S. sea captain aboard a drifting lifeboat. The pirates apparently fear being shot or arrested if they hand over Capt. Richard Phillips — captured in a failed effort to seize the Maersk Alabama on Wednesday — and hope to link up with their colleagues who are using Russian, German, Filipino and other hostages captured in recent days as human shields. U.S. Central Command chief Gen. David Petraeus said U.S. warships also are headed to the area, more than 300 miles (480 kilometers) off Somalia's Indian Ocean coast. http://news.yahoo.com/s/ap/20090410/ap_on_re_af/piracy The American sailor being held hostage by Somali pirates managed to jump off the lifeboat overnight but was recaptured, NBC News reported Friday. 66. The activities of al-Qaeda in two of Iraq’s most troubled cities could keep US combat troops engaged beyond the June 30 deadline for their withdrawal, the top US commander in the country has warned. US troop numbers in Mosul and Baqubah, in the north of the country, could rise rather than fall over the next year if necessary, General Ray Odierno told The Times in his first interview with a British newspaper since taking over from General David Petraeus in September. He said that a joint assessment would be conducted with the Iraqi authorities in the coming weeks before a decision is made. http://www.timesonline.co.uk/tol/news/world/iraq/articl...

67. At least 27 suspected insurgents have been killed by international forces battling Taleban rebels in Afghanistan, the US-led coalition has said. 68. The nations leading Sri Lanka's peace process on Friday urged the Tamil Tigers to free 100,000 civilians they are holding and the military to stop shelling the no-fire zone where the separatists are making their last stand. The statement from the United States, Britain, Japan and Norway came as Sri Lanka's military said it had begun what it called "the largest hostage rescue operation in the world" by identifying the best routes for people to get out. The four-nation group, dubbed the Tokyo Co-Chairs, discussed on a conference call "how to best end the futile fighting without further bloodshed", a U.S. State Department statement said. "They call on the Tamil Tigers to permit freedom of movement for the civilians in the area," it said. 70. The Obama administration said Friday that it would appeal a district court ruling that granted some military prisoners in Afghanistan the right to file lawsuits seeking their release. The decision signaled that the administration was not backing down in its effort to maintain the power to imprison terrorism suspects for extended periods without judicial oversight. In a court filing, the Justice Department also asked District Judge John D. Bates not to proceed with the habeas-corpus cases of three detainees at Bagram Air Base outside Kabul, Afghanistan. Judge Bates ruled last week that the three — each of whom says he was seized outside of Afghanistan — could challenge their detention in court. http://www.nytimes.com/2009/04/11/world/asia/11bagram.h...

71. Vice President Joe Biden announced today that the Obama Administration will make $2.3 billion available for crucial health and human services programs that help to provide care for children and prevent disease. States will receive $2 billion in Recovery Act funding to support child care for working families. The Administration also plans to make $300 million in vaccines and grants available to ensure more underserved Americans receive the vaccines they need. 74. Republicans Who Initially Threatened To Decline Federal Funds Have Backed Down Amid Home-State Criticism: The list of governors threatening to decline federal stimulus money last month read like a list of Republicans considering running for president in 2012: Governors Mark Sanford, Bobby Jindal and Sarah Palin led the anti-stimulus charge. But what began with a bang is ending with something closer to a whimper. All three of those governors have been forced to scale back their expectations, to varying degree, as the push of conservative philosophy gave way to the pull of political reality. All three found that praise from the conservative movement in Washington meant nothing to furious state legislators of both parties. And in the end, along with other conservative Republican governors, the three submitted letters in recent days asking to be eligible for federal funds, a spokesman for the White House Office of Management and Budget confirmed. “We’ve tried to compromise in a variety of different ways and now we’ve gotten to … a position well past the halfway mark,” Sanford told POLITICO in an interview, conceding that, “I got beaten up pretty bad on it.” Read more: http://www.cbsnews.com/stories/2009/04/09/politics/poli... ;topStories

Obama Agenda

75. Obama still has hundreds of important jobs to fill: President Barack Obama doesn't have time for a victory lap now that his Cabinet is finally largely in place. One level down, he faces gaping holes in the ranks he needs to fill if there is to be any hope of turning his ambitious agenda into action on health care, the environment and much more. After a spurt of recent activity that followed a problem-plagued start, Obama is outpacing George W. Bush and Bill Clinton on appointments. But Obama, like his two immediate predecessors, is bogged down in a system that has grown increasingly cumbersome over the years. And he's added tougher-than-ever background checks and ethics rules. http://www.google.com/hostednews/ap/article/ALeqM5jnloE4hsqMc7yBWu8W3R8W_rXx7QD97G9DR80

78. Pirates seeking hijacked lifeboat turn back: Pirates holding a German cargo ship returned to port Saturday after failing to reach a lifeboat containing four pirates and their American hostage, a local journalist told CNN. The guided missile frigate USS Halyburton, with helicopter capabilities, is now at the scene. 1 of 3 The German ship Hansa Stavanger was among several hijacked vessels that pirates were using to reach the lifeboat some 300 miles off the Somali coast, a Somali journalist told CNN. The ship had set sail to help the pirates holding Capt. Richard Phillips, but turned back because of the U.S. naval presence, the journalist said. 80. Key U.N. Powers Agree on N. Korea Statement: The U.N. Security Council's five permanent powers and Japan reached agreement Saturday on a statement condemning North Korea's April 5 rocket launch over Japan. The text would revive a 2 1/2 -year-old threat of financial and travel sanctions against individuals and entities linked to Pyongyang's missile program. The pact set the stage for a likely agreement as early as Monday by the 15-nation council on a statement that would also demand that North Korea not conduct any additional missile tests. It ended a diplomatic standoff between the United States and China, which blocked an American-backed effort to rally international criticism of North Korea, formally known as the Democratic People's Republic of Korea. Saturday's accord came less than a week after President Obama called on the Security Council to punish North Korea for launching the rocket in violation of U.N. resolutions banning Pyongyang's use of ballistic missile technology. http://www.washingtonpost.com/wp-dyn/content/article/20...

Obama Agenda

81. Having recognized the power of YouTube during the presidential campaign, when the BarackObamadotcom account uploaded more than 1,800 videos to the site, Obama now maintains an entire staff devoted to new media. Making your own videos pays off. Where a YouTube search for “George Bush” turns up mostly parody, TV news clips and gotchas, a comparable search for “Barack Obama” is stacked with videos approved and uploaded by the campaign or the administration. Since Obama was elected, the White House new-media-operations team has supplied YouTube with Obama’s “Your Weekly Address” videos, among other clips. When past politicians have been praised for their “use” of media, they’re often seen as having deftly orchestrated an advantageous relationship with the press — having somehow won them over, as democratic politicians might generally aim to do. Obama’s team, in producing and distributing more video (by far) than any past administration, has not so much won over political journalists as led the pack to become the new media on the White House beat. http://www.nytimes.com/2009/04/12/magazine/12wwln-medium-t.html?scp=3&sq=obama&st=cse

82. Fate of Estate Tax Imperils Obama’s Ambitions: Studies show that the tax hits merely a sliver of wealthy American families. A proposal by President Obama would leave it at current levels, affecting only estates valued at more than $3.5 million for individuals and $7 million for couples. But now some Democrats have joined Republicans to call for setting the threshold even higher, in a rebellion that could have important consequences not just for the future of the death tax but also for Mr. Obama’s efforts to pay for his ambitious policy agenda. If that Republican-backed plan is approved, it could deprive Mr. Obama of about $100 billion for his initiatives on health care, energy and education when alternative sources of revenue are already dwindling. That prospect is plain outrageous to top Democrats, who see efforts to spare the wealthy as particularly ill-timed given the economic pain being experienced by many of lesser means. http://www.nytimes.com/2009/04/12/us/politics/12hill.html?_r=1&scp=3&sq=obama&st=cse

84. Top bankers have been leaving Goldman Sachs, Morgan Stanley, Citigroup and others in rising numbers to join banks that do not face tighter regulation, including foreign banks, or start-up companies eager to build themselves into tomorrow’s financial powerhouses. Others are leaving because of culture clashes at merging companies, like Bank of America and Merrill Lynch, and still others are simply retiring early. Some financial experts believe it is the beginning of a broader and necessary reshaping of Wall Street, too long dominated by a handful of major players that helped to fuel the financial crisis. The country may be better off if the banking industry is less concentrated, they say. “If the risk-taking spreads out to these smaller institutions, it is no longer a systemic threat,” said Matthew Richardson, professor of finance at the Stern School of Business at New York University. “And innovation is spreading out too. This is a good thing.” http://www.nytimes.com/2009/04/12/business/12wall.html?scp=5&sq=obama&st=cse

85. Top U.S. general in Iraq: I believe we'll be gone by late 2011General Ray Odierno, the top U.S. military commander on the ground in Iraq, said Sunday that he believes U.S. troops will be out of the country by the end of 2011. CNN Chief National Correspondent John King asked Odierno to rate his confidence, on a scale of one to ten, that U.S. troops would be out by the agreed upon timeline between the U.S. and Iraqi governments.“As you ask me today, I believe it’s a ten – that we will be gone by 2011.” Odierno, one of the key architects of the surge strategy in Iraq, also weighed in Sunday on the new president’s approach to the troubled nation. http://politicalticker.blogs.cnn.com/2009/04/12/top-us-... /

86. Obama vows to fight piracy, salutes freed U.S. captain: President Barack Obama said the United States was resolved to end piracy off the shores of Somalia and welcomed the rescue of cargo ship captain Richard Phillips on Sunday. http://www.reuters.com/article/marketsNews/idUSN1233011020090412 Obama twice approved force to rescue hostage: President Barack Obama twice authorized the military to rescue a U.S. captain held by Somali pirates and whose life appeared to be at risk. Officials say Obama gave the OK on Friday and Saturday to rescue Capt. Richard Phillips from a lifeboat off the Somali coast. Officials say both times the Pentagon believed Phillips' life was at risk. The officials spoke on the condition of anonymity to discuss internal deliberations. Administration officials say Obama was told Sunday of the rescue while he was in the White House residence. Officials also say Obama has phoned Phillips and Phillips' family. http://www.google.com/hostednews/ap/article/ALeqM5iqznz3bUMKIUbrDYAUHHuMQ4vyJAD97H4LVO0

Obama Agenda

87. Obama didn't raise U.S. terrorist attack risk, most say in poll: A new poll indicates Americans don't agree with former Vice President Dick Cheney's recent assertion that President Obama's actions have increased the chances of a terrorist attack against the United States. The CNN/Opinion Research Corp. survey also suggests that most people support the president's plans in Afghanistan -- up to a point. Seventy-two percent of those questioned in the poll, which was released Monday, disagree with Cheney's view that some of Obama's actions have put the country at greater risk, with 26 percent agreeing with the former vice president. http://www.cnn.com/2009/POLITICS/04/13/obama.terror.poll/

88. President Obama and family host 'green' Easter fest - and make it gay: You might call this green eggs and Bam, after President Obama hatched a whole new style of White House Easter celebration on Monday. Among the innovations: The White House rolled out new "green," environmentally friendly souvenir eggs and invited gay parents. "It's cool," said Norma Johnson, 44, of Silver Spring, Md., whose 7-year-old son, Benjamin, skipped the egg-rolling contest in favor of playing soccer with D.C. United midfielder Devon McTavish. "The administration really reached out, and there are gay and lesbian people here from all over the country. It's a really positive first step, and hopefully there are even better things to come," she said. Gay families were never invited by the Bush administration, but 100 couples and their kids crashed the celebration in 2006 to make a point. http://www.nydailynews.com/news/politics/2009/04/14/2009-04-14_1st_family_on_a_roll_host_green_easter_fest__and_make_it_gay_too.html

Budget

89. Obama: stimulus projects coming in under budget
U.S. President Barack Obama said on Monday that a raft of major infrastructure projects being undertaken as part of his economic stimulus plan were coming in "ahead of schedule and under budget." "What is most remarkable about this effort ... isn't just the size of our investment or the number of projects we're investing in. It is how quickly, efficiently and responsibly those investments have been made," Obama said at an appearance at the Transportation Department

Domestic Issues

90. Obama's day: Easter Egg Roll, DOT stimulus project: President Barack Obama and family are putting a punctuation mark on Easter, presiding over the traditional Egg Roll on the South Lawn of the White House. Thirty-thousand people from 45 states have tickets, many of them signing up through a White House Web site. Anybody who wants to see it can follow the event on the Internet. Later the president goes to the Transportation Department to mark the 2,000th project to be helped by the $48-billion allocated for transportation infrastructure under the federal stimulus package. The latest is a $68-million project to widen a highway interchange in Kalamazoo County, Mich. http://www.google.com/hostednews/ap/article/ALeqM5i5sAh0RZ99xl-emMZ6j5xw7deMdgD97HG0O00

91. Obama Auto Team Said to Eye GM Loan-to-Equity Swap: The U.S. government is considering taking an equity stake in a stripped-down General Motors Corp. in a swap for some of the $13.4 billion the carmaker owes the Treasury, people familiar with the matter said. A government stake would be part of an effort to cut GM’s debt and improve its balance sheet as the carmaker approaches a June 1 deadline to come up with a plan to become viable, the people said. There would be a smaller stake for bondholders, who own $27.5 billion in GM debt, and who had been offered 90 percent of the new entity’s equity by the company. http://www.bloomberg.com/apps/news?pid=20601109&sid=ahUyS6FcOshE&refer=home

92. Bailed - Out Banks Face Probe Over Fee Hikes: Report: U.S. banks that received money under the Troubled Asset Relief Program (TARP) are facing a probe over increases in rates and fees, the Wall Street Journal said. The Congressional Oversight Panel, the body named by Congress to oversee the federal bailout, is working on a report examining instances of potentially inappropriate lending by banks that got taxpayer capital, according to the paper. "The people who are subsidizing the activities of the banks through their tax dollars are the same people who are furnishing the high profits through consumer lending," Elizabeth Warren, chairwoman of the Congressional Oversight Panel told the Journal in an interview. "In a sense, we're asking taxpayers to pay twice," Warren told the paper. http://nytimes.com/reuters/2009/04/13/business/business...

93. Obama: Rescued captain's safety was 'our principal concern': The president said he shares the nation's admiration for Phillips' "courage and leadership and selfless concern for his crew." He also said that "I am very proud of the efforts of the U.S. military and many other departments and agencies that worked tirelessly to resolve this situation." http://content.usatoday.com/communities/theoval/post/2009/04/65405577/1 Obama Praises Rescue of Kidnapped Captain: President Obama vowed on Monday to “halt the rise of piracy” off the coast of Africa, foreshadowing a longer and potentially more treacherous struggle to come, a day after Navy snipers rescued an American merchant-ship captain held hostage on the Indian Ocean. http://thecaucus.blogs.nytimes.com/2009/04/13/obama-praises-rescue-of-kidnapped-captain/

94. WSJ: Obama To Allow More Humanitarian Aid To Be Sent To Cuba: http://online.wsj.com/article/BT-CO-20090413-706097.html Obama Eases Restrictions On US Telcos Working With Cuba: President Obama eased several restrictions involving Cuba today, including the prohibition on U.S. telecom companies working in the nation. Specifically, the Administration will license U.S. providers to enter into roaming service agreements with Cuba's telecom providers, and authorize U.S. providers to enter into agreements to establish fiber-optic cable and satellite telecommunications facilities linking the United States and Cuba. http://www.washingtonpost.com/wp-dyn/content/article/2009/04/13/AR2009041302317.html

95. U.S. President Barack Obama's visit to Mexico this week is a signal of support for President Felipe Calderon and his efforts to confront violent drug trafficking gangs, White House officials said on Monday. "The stop in Mexico is meant to send a message ... it's a message of admiration for the courageous steps that President Calderon has undertaken," said Denis McDonough, director of strategic communications at the National Security Council. http://uk.reuters.com/article/marketsNewsUS/idUKN1339613720090414

96. 97. U.S. May Drop Key Condition for Talks With Iran: The Obama administration and its European allies are preparing proposals that would shift strategy toward Iran by dropping a longstanding American insistence that Tehran rapidly shut down nuclear facilities during the early phases of negotiations over its atomic program, according to officials involved in the discussions. http://www.nytimes.com/2009/04/14/world/middleeast/14diplo.html?hp

98. The Obama administration is reconsidering its planned boycott of a controversial U.N. racism conference that is deeply opposed by Israel and Jewish groups and will be attended by Iran's president, the State Department said late Monday. In a move likely to upset its staunchest Mideast ally and its supporters, the department said the administration was pleased by a diplomatic push to revise an objectionable document that the meeting will adopt and suggested it could attend the meeting if the efforts succeed. http://www.sfgate.com/cgi-bin/article.cgi?f=/n/a/2009/0...

7. Excellent, as always....
Possibly instead of "Muslim Turkey...", something like "Turkey, his first visit to a Muslim nation...", or something like that.

(Reminds me of noun phrases like "kosher salt".

11. Gina --- what a great job!!! Thanks and a question.
What do you use as your primary news source?

You summations are greatly appreciated. I can only swallow limited amounts of the corporate MSM before feeling sick - so it's easy to read your over view.

When I've got the time, I do enjoy watching Keith and Rachel on MSNBC.

Thanks again!!! :applause:

14. I use an Alert feature from Google
to let me know about any article with the word 'Obama' and I mine LBN every day. I mostly do a copy/paste and don't rewrite headlines so if something sounds a little weird, it wasn't me (usually).

I tend to avoid the Google alerts that take me to Fox News. Since I started this, there have only been two articles from Fox through google that other sources had as well. Usually, they are the only one saying something. No one else has it. It's usually a pretty inflamatory sounding headline too. The two times they were aligned with others in the MSM, I already had my source and the item was already on my list.

I have noticed that the MSM gets fixated and I'll get alert after alert about the same damn thing over and over in a day. This weekend was all about the dog. I deleted I don't know how many emails from Google about that dog. Good thing he's so cute.

wroberts suggested I use the google alerts and it's made a difference in the lists. A little more variety. Left on my own, the early lists were heavily dominated by the NY Times. If you have sources you think would be great for the list, let me know.

I don't usually watch the news on TV. When I get home in the evening I usually work on my list for that day. To catch up I skim the videos here.

Thanks for asking.
