30. Back in the mid-80's, there was a Brit vulgar, anarchist, violent slapstick comedy
of four undergrad ("Scumbag College") young men living together. You never saw them in class or studying, but there was alot of class humor and occasional references to PM Thatcher, etc. Alexei Sayle was a frequent guest character. It was pretty funny stuff. Also featured some trendy music. Very popular over a long period of time in the UK and US.

He was just using the occasion as an excuse to show a picture of the state capitol complex because of...well...obvious reasons.
