The Finnish War Crimes trials

Finland was the only Axis nation allowed to conduct it's own war crimes trials after WWII (altough they only did so because of great pressure from the Allies). An interesting thing about the trials was that only a few of the top politicians were charged and members of the military and lower level politicians were exempt from prosecution.

I offer this as an example of where only those civilians in a position to give orders were charged with war crimes, crimes against peace and crimes against humanity and convicted.
