When did congress first have access to the torture memos?

3. Weren't they sworn to secrecy? I'm not going to second guess what
happened then, or why. Just remember who was in power.

It's what happens now that I'm interested in.

4. Probably sworn to secrecy, sure.
If you had a legal obligation to not reveal torture going on ... would you vote to fund continue to fund it?

That's really what I'm wondering about.

9. It makes it impossible for them to prosecute.
It would be like a bartender demanding harsh prosecution for a drunk driver - when the bartender is the one who served all the drinks and then handed the drunk a set of car keys.

10. Ironically, there is a law that prosecutes bartenders for doing exactly that.
Bartenders, by law, have to call a cab for drunk customers and have to stop serving drinks if they think the customer has had too many.
But...who will protect us from the thieves in Congress?
