When did congress first have access to the torture memos?

part of the Congressional Democrats who served on intelligence committees..Diane Feinstein was one of them

I'm having a hard time understanding how they could have kept funding the operations when they knew.

9. It makes it impossible for them to prosecute.

It would be like a bartender demanding harsh prosecution for a drunk driver - when the bartender is the one who served all the drinks and then handed the drunk a set of car keys.

10. Ironically, there is a law that prosecutes bartenders for doing exactly that.

Bartenders, by law, have to call a cab for drunk customers and have to stop serving drinks if they think the customer has had too many.
But...who will protect us from the thieves in Congress?
