This plate, and another plate called "Preserving the Past" both benefit the Toomey Foundation for the Natural Sciences. In Florida, these specialty tags mean you donate a part of the (increased) tag fee to the organization associated with the tags. There are tags for UF, FSU, UM, the arts, sea turtle rescue, manatee preservation, the infamous "Choose Life" plate, and too many more to name. So, I can see where the "Preserving the Past" plate goes with the Toomey Foundation (http://toomeyfoundation.com/), since they're for land conservation and preservation and they award grants. I couldn't really find too much more about them.

So, my best guess, unless the Toomey Foundation turns out to be more religious based than just having a bible quote on their home page, is that this Siplin guy wanted a Jesus license plate just because and decided to tack its donations on to this foundation so no one could argue it was going to a religious organization.

I really don't get the mentality behind this need to constantly shove images of a dead, tortured guy in everyone's faces. It's truly sick, IMO. Heck, the whole concept of a deity creating highly flawed beings who would inevitably fail to live up to his impossible standards, and sending down his only son to endure horrendous torture and die as the only means to "save" said flawed beings from having to suffer horribly for all eternity, as punishment for their inborn flaws, is mighty fucked up, IMO. So is having all the "saved" minions running around, adorning themselves with the main torture device of their "savior" as jewelry, or using them as garden or wall decorations, or wearing pictures of it on their t-shirts... It's just weird to me.
