6. Grand the auto or perhaps minor traffic violations is only reported

if the perp is running away from police. Though I don't blame them, there seems to be unwritten rule on what is reported and what isn't. For example of the top of my head the 'Central Park Jogger' made international news meanwhile there was 3,000+ other reported rapes in NYC that recieve no attention.
