3. Just a theory.
Biden worked hard for the Specter switch. Obama has said he will campaign for him. That deal wasn't made just for a symbolic demoralization of the repukes. Specters gains are clear, he gets to keep his job and will get the President's support. As soon as he made public his switch, I began wondering what the Dems were getting, I knew it was something.

Specter sits on the Judiciary Committee, and would be the 60th vote to end a filibuster of a nominee. The Dems will be together on Obama's Supreme Court nominees, so I think this is at least part of the Specter deal. He will make sure the nominee gets out of committee and doesn't get filibustered.

Two days after Specter's switch, Souter reveals his plans to retire. We will see if it plays out that way this summer, but I would be willing to put money on it.
