Just offhand this looks like a modification of the red phosphorus/iodine meth synthesis protocol, and that's been around quite a while. Its advantage is you don't have to fuck with anhydrous ammonia, a truly nasty chemical, to perform the synthesis.

I ran into a panhandler recently who looked a LOT like that woman. Maybe older, and exTREMEly bad teeth. Said she needed a couple bucks, or even just a quarter, for gas. I had suspicions, but no quarter.
