A compromise on Iraq

The Bush Administration needs to stop with this "My Way or the Highway", this is not what the Founders intended. To break the gridlock, this is what I think the Bush Administration should do:

Concede that Iraq is in a civil war
Concede that this war has created a refugee crisis, the worst in the region since the Palestinian Diaspora in 1948
Concede that there were no ties between Iraq and Al Qaeda just as every report on it has shown
Allocate more resources for Iraqi Refugees
Allow Turkey into Northern Iraq in order to fight the PKK, terrorists that are using the region as a base
Shut down any "Office of Special Plans" operations (Such as the Iranian Directorate)
Eliminate no-bid contracts for reconstruction in Iraq
A weekly report on Iraq, on Wednesday (So as to not fall on the Friday News Dump), and the person doing the report will be under oath
