Rove warned in 'manuals, memos, and briefings' to save emails Andrew Bielak
Published: Saturday April 14, 2007

Further complicating the picture in White House adviser Karl Rove's deleting of numerous e-mails, the Los Angeles Times reports today that the White House established a policy of saving emails related to official business and warned staff not to delete them in a number of instances.

According to an investigation by the LA Times, the White House took pains to establish a standard email handling procedures on a number of occasions. Among a set of employee manuals from 2001, a memorandum from former White House counsel and current Attorney General explains that "any e-mail relating to official business...qualifies as a presidential record."

Another manual reads, "If you happen to receive an e-mail on a personal account which otherwise qualifies as a presidential record, it is your duty to insure that it is saved as such by printing it out and saving it or by forwarding it to your White House e-mail account."

Apart from revealing a standard White House policy towards saving e-mails, the manuals and memorandums shed doubt on continued claims by administration officials that the erasings were entirely accidental and resulted from poor communications.

6. After seeing this subject three times, it finally donned on me. Duh!
This pretty much rests the case of "I forgot". Or "Dog ate the homework".

I think time is up. Massive war, murdered economy, trashed civil rights, violation of FISA, and so on. Most of which were either illegal or highly suspect.

I claim that time is up for these goons.

10. thing is, they will claim it is not illegal, that there are no penalties
for not saving emails. They'll claim current laws don't apply. Blah, blay, blah. and they will fight on boringly for years and years until everyone has forgotten, and there will be no accountability, They will resign and become millionaire lobbyists, and we will see
them frequently as well paid experts on TV.

The end. As long as corporate attitudes rule rather than the pulic interest, we are screwed. We need a sweeping change in values at the highest levels. By the people.for the people. THAT's the bottom line.

MEMORANDUM FOR THE HEADS OF EXECUTIVE DEPARTMENTS AND AGENCIES

SUBJECT: Standards of Official Conduct



Everyone who enters into public service for the United States has a duty to the American people to maintain the highest standards of integrity in Government. I ask you to ensure that all personnel within your departments and agencies are familiar with, and faithfully observe, applicable ethics laws and regulations, including the following general principles from the Standards of Ethical Conduct for Employees of the Executive Branch:

(1) Public service is a public trust, requiring employees to place loyalty to the Constitution, the laws, and ethical principles above private gain.

(2) Employees shall not hold financial interests that conflict with the conscientious performance of duty.

(3) Employees shall not engage in financial transactions using nonpublic Government information or allow the improper use of such information to further any private interest.

(4) An employee shall not, except as permitted by applicable law or regulation, solicit or accept any gift or other item of monetary value from any person or entity seeking official action from, doing business with, or conducting activities regulated by the employee's agency, or whose interests may be substantially affected by the performance or nonperformance of the employee's duties.

(5) Employees shall put forth honest effort in the performance of their duties.

(6) Employees shall not knowingly make unauthorized commitments or promises of any kind purporting to bind the Government.

(7) Employees shall not use public office for private gain.

(8) Employees shall act impartially and not give preferential treatment to any private organization or individual.

(9) Employees shall protect and conserve Federal property and shall not use it for other than authorized activities.

(10) Employees shall not engage in outside employment or activities, including seeking or negotiating for employment, that conflict with official Government duties and responsibilities.

(11) Employees shall disclose waste, fraud, abuse, and corruption to appropriate authorities.

(12) Employees shall satisfy in good faith their obligations as citizens, including all just financial obligations, especially those -- such as Federal, State, or local taxes -- that are imposed by law.

(13) Employees shall adhere to all laws and regulations that provide equal opportunity for all Americans regardless of race, color, religion, sex, national origin, age, or handicap.

(14) Employees shall endeavor to avoid any actions creating the appearance that they are violating applicable law or the ethical standards in applicable regulations.

Executive branch employees should also be fully aware that their post-employment activities with respect to lobbying and other forms of representation will be bound by the restrictions of 18 U.S.C. 207.

Please thank the personnel of your departments and agencies for their commitment to maintain the highest standards of integrity in Government as we serve the American people.

17. It was more than a breach of duty, it violated Fitz's order and
could have formed the basis of an indictment of Obstruction of Justice (OOJ), against Rove, had Fitz pressed an indictment.

But, there was no indictment. We have a right to know why.

And Congress apparently has absolutely NO power to do anything about it.

We should just all stop complaining and accept that this is the way our new government works and get over it.

Heil Bush is what our country is all about no matter what you think about it.

(I see no Congressional movement to do anything about this crap. They just investigate and make and then complain hollow threats.
Their biggest club is the subpoena and the administration has decided to ignore those because they know there are no consequences.)

Give the Dems some time to put all the pieces together. It will be for naught if they don't have enough pieces of the puzzle to nail them ALL to the wall.

Those holding hearings may as well be selling rope by the yard to the WH, the more they lie, obfuscate and cover, the deeper it gets and the more RWs come to realize they've made a HORRIBLE mistake. Not all, of course, but every little bit helps.

It seems like the system supposedly used to automatically archive all the e-mails was certainly in place when this batch got archived. Why did so many e-mails fall through the cracks then?

I searched for "enterprisevault" and got Symantec's site.
