Seems like the US will need to budget hundreds of billions for weather related disasters

I know we budget for it now, but are we doing enough based on the disasters of the past five years. Floods doing huge damage in Iowa and Georgia, year around massive forest fires, tornados and hurricanes beyond anything previously recorded.
Looks like Mother Nature is telling us that climate change will cost mucho money and many lives.

What gets me is how all the money used for all of that could have been used for a Marshall Plan for New Orleans and the rest of the Gulf Region instead.
