if doesn't have a PO then there's always the chance it can added on the floor. If that doesn't work, then there is conference committee I would add it always been possiblity that the Senate and House would pass bills with and without a public option.

POS and merge it with the Senate HELP committee's bill and present something to the entire Senate for a vote. The House has 3 versions of a bill that must be merged and voted on before the two houses can be reconciled into a final bill.
P.S. The Senate Finance bill is the only one out of the 5 that does not have a public option.
