A real way to encourage hiring: peg corporate tax rate to unemployment rate
Or rather, give tax discounts on the corporate tax rate based on the unemployment rate. You could implement something like this only in a time like this, and it would have to be discounts on current rates (raising tax rates on companies right now probably wouldn't be awesome for job creation).

This is, of course, how states and local gov'ts encourage job growth in their areas. So why not really encourage all those capitalists to hire and give them what they want: lower taxes.
