3. That's correct.
Marine mammals are normally protected in the US by the Marine Mammal Protection Act, a well a various state laws and international treaties. However, because of tribal sovereignty and certain treaties negotiated in the past, some tribes are allowed small-scale subsistence hunts of otherwise protected species.

6. Successful whale hunts out in western and northern Alaska
are great celebrations for the communities. All the meat and blubber is shared and nothing is wasted. The number of whales taken per season is, of course, regulated.

I am not one to begrudge indigenous peoples their traditional ways.
