Do they predict there will be more crime? Just like they predicted more terrorism in the 1990s.

Is this because of predicted inequality as north america looses its ranking in the world to BRIC countries as growth in Canada and the USA shrinks.

Are they building more prisons in the USA?

We know inequality leads to more crime (look at Mexico, it has no middle class or upward mobility). Are they predicting more shrinking of the middle class in North America? Or are the jail cells for terrorists????

Stockwell Day claimed it was for unreported crime which certainly does happen. Is this the whole reason?

1. the U.S. probably needs to follow suit
A lot of our prisons are pretty crowded, and besides that, building and staffing more prisons would add jobs to the local communities. If we ever get into a situation where there's not enough prisoners to fill them, we can just make some more stuff illegal. We could, like, make it mandatory to have a job, or else you go to prison! I guess, to be fair, you could give the lazy unemployed criminals a choice between prison or military service, but either way, it would be a sort of perpetual motion solution to our economic woes. More prisons now!

2. It's because Harper would like to make Canada
into the US. He's power mad, and a great follower of the neo-con party line.

In other words, it's nonsense.
