Candidate Stays on Ballot Though He's Moved to New State

Kande Ngalamulume (D) won the Democratic nomination to run against Rep. Mike Rogers (R-MI) -- even though he'd withdrawn from the race and moved to Pennsylvania. Now, the Michigan Secretary of State's office says his name will remain on the ballot because they have no proof he's moved, the Detroit News reports.

1. Many questions immediately come to mind.
What exactly constitutes proof he's moved?

Did he know he was going to be moving when he first ran for the nomination?

Is there no system in place to replace a nominee who is no longer an appropriate one? Sometimes nominees die.

What were his chances of winning in the first place?

Is he planning on running for office in his new state?

2. You forgot a question
What party does the Secretary of State belong to?

4. I'm not sure that's actually
a relevant question. The real question is: What does the state's law say about this sort of circumstance.

The biggest problem is usually that there's some date past which names on the ballot can't be changed.
