Withhold federal emergency response funds for Obion County.

IDK if they receive any now, but local emergency response services are often the recipients of federal grant money.

Several posters have commented that county residents chose the fee-based system, but IMO counties which don't provide service to all residents should be ineligible to receive federal money.
