Holder in 2009 said they would not go against state laws on medical marijuana

Holder in 2009 said they would not go against state laws on medical marijuana
so why in the world would they go after pot smokers if California does indeed legalize marijuana in November? The excuse I hear alot is that they need to uphold federal law no matter what. But in 2009 the department of justice said that they would no longer go after medical marijuana dispensaries that abided by state laws eventhough they broke federal laws.

So what logical explaination is there for them to not abide by the state laws when it comes to legalization? This is the most harmless drug in the world that could do wonders for our economy. And the majority of the population wants to see it legal.
