No. There was no such thing as a cell phone back then, so it could not have been one. So, what was it? Likely, she was experiencing an ear ache and was holding something over her ear, or maybe she was just hiding from the guy with the camera.

and that site is a tad bit strange...

lets say for shits and giggles she was a "time traveler" there would have been no way to even get a signal on a cell phone since there were no cell phone towers in order to get a signal.

It's interesting though.

I haven't seen that movie. Perhaps it's a detective in drag following the guy in front of him? Were there walkie-talkies in 1928, I wonder?

Or maybe Charlie Chaplin was prescient.

29. There were NO walkie talkies in 1928!! The transistor wasn't invented until
the 50's (actually made). Commercial production began in the 60s. Prior to that, electronics as they were (and they were very limited) used those glass tubes and were big and bulky. A simple radio used to be the size of an easy chair.

So a radio was at minimum the size of a modern microwave oven.

A cell phone as we know it today would have been nearly impossible in 1928 - we're talking about a device that's actually a PC with a radio that has software that makes it pretend to be a telephone. The computer hadn't been invented yet, and even if it did, something with the computing power of a calculator would have filled a gymnasium.
